Context:

Under the direct supervision of the Chief of Mission, the successful candidate will manage, coordinate and ensure the implementation of the transition and recovery portfolio in DRC, with thematic support from the Regional Office Pretoria and the Transition and Recovery Division (TRD) / Department of Operations and Emergencies (DOE) in HQ.

Core Functions / Responsibilities:

  1. Ensure the strategic implementation of the TRD programme according to the procedural standards and policies of IOM. Review the overall direction and strategy of the TRD programme for effectiveness on a regular basis and build linkages with other IOM programmes in the country and the region.
  2. Monitor and assess the performance of the TRD programmes to ensure that the targets are being met, in coordination with Project and Programme Managers. Prepare regular reports to the CoM and Senior Management Team in order to provide an objective overview of programme performance, including proposals for improvement. Flag and respond to operational constraints and emerging risks, and develop and implement mitigation measures as appropriate.

  3. Ensure the implementation of the IOM TRD programme, including regularly liaising with external partners such as Government representatives, UN agencies, NGOs, donors and civil society, analyzing project progress reports, and participating in reviews and project evaluations.

  4. Represent IOM DRC in TRD-related inter-agency, partner and donor meetings, and develop and conduct regular presentations for donors and partners on key project deliverables, achievements and challenges.

  5. Identify new project opportunities and develop new TRD programmes, projects and activities based on emerging trends, priorities as well as donor interests in close coordination with the CoM, Project Support Unit, Project/Programme Managers, Regional Office, Government counterparts and partner organizations.

  6. Identify potential and realistic funding opportunities by assessing contextual needs and opportunities, liaising with donors, reviewing calls for proposals, and collecting donor information.

  7. Facilitate the strategic positioning of IOM in donor and partner forums related to stabilization, transition and recovery interventions as well as the Humanitarian-Development-Peace Nexus (HDPN).

  8. Liaise with other IOM Programme Coordinators and Project Managers to develop joint programming activities, build programmatic synergies and HDPN initiatives.

  9. Ensure the effective coordination between Programme Managers and support units such as monitoring and evaluation, reporting, procurement, finance, administration, and human resources to ensure the smooth implementation of projects and report requirements.

  10. Recommend improvements and the expansion of the IOM transition and recovery team structure and human capacity to adequately support the scale up of the programme.

  11. Undertake duty travels relating to programme assessments, management meetings, project monitoring, liaison with counterparts, problem solving, and the development of new initiatives, as required.

  12. Provide advice and support the evaluation of project impact and effectiveness and coordinate donor visits to project sites if required.

  13. Ensure the timely preparation and submission of internal and external reports, updates and media releases for the transition and recovery programme.

  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree from an accredited institution in Political or Social Sciences, Economics, International Relations, Security Studies, Migration Studies, Law or related field with five years of experience; Or

• University degree from related field with seven years of professional experience.

Experience

• Experience in project development and management, including operational and field experience, with a focus on transition and recovery issues;

• Demonstrated expertise in the thematic area (DDR, SSR, CS, Return Reintegration, Peace building, Reconciliation, HLP etc.;

• Experience in liaising with governmental authorities, other national/international institutions;

• Experience in programme formulation, implementation, evaluation and practices;

• Experience in UN inter-agency coordination and participatory processes;

• Familiarity with IOM project life cycle, administrative and financial management.

Skills

• Excellent project management skills including knowledge of IOM administrative and financial procedures and budget monitoring;

• Excellent monitoring and evaluation skills and ability to supervises large numbers of staff;

• Familiarity with cluster systems, various steps of project cycle and coordination with donor, local authorities, beneficiaries and other stakeholders;

• Knowledge of UN pooled fund and bilateral donor programming.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of local language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
