Overview:
IBTCI is pursuing a United States Agency for International Development-funded opportunity in the Democratic Republic of Congo (DRC). The opportunity, Monitoring, Evaluation and Coordination Contract II (MECC II) will provide support to the USAID Regional Mission based in DRC, encompassing the DRC, the Republic of Congo (RoC) and the Central African Republic (CAR). The contract will support, among other programs, the Central African Regional Program for the Environment (CARPE), which covers six countries (RoC, DRC, CAR, Cameroon, Gabon and Equatorial Guinea). The support will include technical and advisory services in planning, designing, conducting, disseminating, and learning from monitoring and evaluation (M&E) of the Mission’s portfolios in order to measure progress towards its development objectives and improve the achievement and sustainability of the Mission’s development outcomes. MECC II will provide services to strengthen the Monitoring, Evaluation, and Learning (MEL) capabilities of USAID/DRC staff, targeted local partners, and the Government of DRC. The Mission is developing this contract to improve upon and provide additional implementation support to the Country Development and Cooperation Strategy (CDCS) and USAID’s regional strategic frameworks through an enhanced MEL system.
To support this opportunity, IBTCI is seeking a full-time Learning Specialist to help facilitate planning, designing and/or managing of collocation, learning, and adaptation (CLA) strategies and activities. The Learning Specialist will report to the Chief of Party and will be based in Kinshasa.

Education: Post graduate degree in international relations, knowledge management, organizational development or another related field required.
Preferred Knowledge, Skills and Abilities:
Working Environment: Work is typically performed in an office environment. Please note that the DRC has a security threat level of 5. The incumbent will need to follow the advice of his/her security advisors(s) and must have added awareness of his/her surroundings.
Physical Requirements: This position requires the incumbent to be mobile and agile at a moment’s notice in case of emergency. This is largely a sedentary position that requires the ability to speak, hear, see and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does not have supervisory responsibilities.
Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
