Assignment Title: DO2 Assessment Team Leader

Overview:

The Monitoring, Evaluation and Coordination Contract (MECC) Project at IBTCI has been tasked by USAID with conducting an assessment of USAID’s progress towards its Development Objective 2 of the current Country Development Cooperation Strategy (CDCS). Development Objective 2 focuses on improving the administrative and organizational efficiency of selected provincial and local institutions in specific geographic regions and having an impact at the community level of improving the lives of Congolese citizens.

The DO2 Assessment Team Leader will be designing the assessment and data collection tools, conducting interviews and discussions, conducting data analysis, and drafting an assessment report centered on USAID’s service delivery and coordination with selected Government of the Democratic Republic of the Congo (GDRC) entities, civil society and private sector actors. This consultancy is expected to begin in January 2020 and will be about 4-5 months in Duration.

Please note that the DRC has a security threat level of 5. The incumbent will need to follow the advice of his/her security advisor(s) and must have added awareness of his/her surroundings.

Responsibilities

Using your expertise and subject matter skills, contribute tasks on specific task orders and/or contracts. Tasks could include, but not be limited to:

Scope of Work:

  • Lead the development of the assessment plan, including the assessment workplan and milestones for the various stages of the assessment.
  • Lead and finalize the assessment design, including conducting a literature review, the development of data collection tools, and data analysis plan.
  • Lead and oversee data collection.
  • Lead data analysis.
  • Draft Assessment report and incorporate client feedback for final report.
  • Prepare and present (orally and via powerpoint) findings and recommendations to USAID and other stakeholders.
  • Participate in discussions and interviews with key donors, NGOs active in service delivery-related areas, and GDRC and USAID officials.
  • Participate at site visits to project activities.
  • Other duties as assigned.

  • Must be able and willing to be mobile and agile at a moment’s notice in case of an emergency.

  • In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.

Serve in the above consultant capacity to support the IBTCI technical practice of Crisis, Conflict & Governance.

  • This position does not authorize/require the consultant to directly communicate with IBTCI clients.
  • This position does not authorize/require the consultant to have decision making authority on final work product.

Qualifications

Preferred Knowledge, Skills and Abilities:

  • Knowledge about USAID programming policy implementation.
  • Cultural sensitivity and ability to work in a cross-cultural team.
  • Demonstrated expertise in the use of social science qualitative and/or quantitative research methods in the collection and analysis of data.
  • Significant experience working with international donor-funded activities, particularly in USG strategic and activity planning.

Minimum Requirements:

  • At least 10 years of international development experience.
  • Five years of experience working on USAID-funded projects
  • Experience leading assessments/analysis including design, implementation and analysis.
  • Experience representing U.S. Government interests to outside stakeholders, including implementing partners, the private sector, foreign donor organizations, and host-government officials.
  • Demonstrated ability to provide and edit reports and technical documents.
  • Familiarity with standard/office IT applications.
  • Verbal and written fluency in English and French

Education: Master’s degree or equivalent work experience in Public Policy, International Development, Political Science, International Relations, Statistics, or related field.

Supervisory Responsibilities: This position does not have supervisory responsibilities.

Physical Requirements: This position requires the incumbent to be mobile and agile at a moment’s notice in case of emergency. This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Travel: Position is based in Kinshasa with possible travel to provinces. International travel may be required and may include travel to fragile and/or conflict-prone zones.
