The Malaria and Neglected Tropical Diseases Programme, as a leader in the effort to end malaria- related illness and death, refines and develops tools and approaches, supports national programs, and gathers evidence and data to enable national governments to pursue malaria elimination.

PATH is recruiting a Technical Project Manager for a pilot implementation of perennial malaria chemoprevention (PMC), previously known as intermittent preventive treatment of malaria in infants (IPTi), in the Democratic Republic of Congo (DRC). This is a GiveWell-funded project. A successful candidate will have a background/ interest in global health, be highly motivated and hard working with exceptional organizational skills. S/he will work in close collaboration with Study Lead, his/her direct supervisor and will be a technical supervisor for Logistic Officer, and direct supervisor for the M&E Associate, Provincial Coordinator, HF support Researchers/agents (23), in close collaboration with Kongo Central Program Administrator.

Responsibilities:

The Technical Project Manager will be responsible for the following, but not limited to:

  • Ensure the appropriate management of work plans and donor deliverables by working closely with the technical teams and project directors to oversee and keep track of implementation of activities and finalization of deliverables in line with deadlines and appropriate approvals.
  • Be responsible for understanding the research methods and research objectives of the GiveWell-PMC Project under the lead of the Study Lead and in collaboration with the technical team of the project.
  • Coordinate team meetings, define meeting agendas, provide strategic direction/questions, and provide insights into key risks, challenges, and opportunities that should be presented to project team and/or to donor or government stakeholders.
  • Provide technical assistance to DPS/PNLP on stock management and transportation of Pyrimethamine/Sulfadoxine SP to ensure their high-quality conservation.
  • Coordinate with supply chain focal points at DPS/PNLP at provincial and health zone-level to ensure that drugs are safely kept in CDR warehouse and during transportation and distribution to health zone and health facility.
  • Provide technical support to the national and DPS/PNLP provincial team on drugs supply management to ensure that drugs are deployed in a timely manner at the Health Facility level.
  • Support the DPS/PNLP provincial team to track commodities and analyze chain logistics for supported intervention zones (including inventory management, transportation, and delivery), and present logistics data analysis to project management, national NMCP/PNLP, and other stakeholders involved.
  • Coordinate with the DPS/Health Zone and NMCP/PNLP to track performance and logistics data transmission from health zones to national.
  • Effectively manage, track, and mitigate risk related to the implementation of project activities by monitoring dependencies across the workplan and paying particular attention to non-compliance, regulatory standards, and work with the Kongo Central project administrator and Senior PADM to ensure financial management practices are being adhered to.
  • Address or escalate (when needed) challenges related to project execution when there are budgetary implications, concerns or when processes are not being followed.
  • Work with the technical team to lead the technical writing of routine project reports to donor and DPS and assist technical team members with writing project documents and editing drafts in an effort ensure the highest-level possible activity outputs and deliverables.
  • Provide technical feedback to adapt, or update tools for drugs management/conservation to respond to PMC project management information and reporting needs.
  • Participate in project reviews and final evaluation, as requested.

Required Experience

  • Master’s Degree or other advance degree in Public Health or Health Logistics.
  • Demonstrated success planning, coordinating, and overseeing distribution to health areas in the DRC or Kongo Central areas
  • Knowledge of the supply chain system and infrastructure in the DRC, especially in the Kongo Central province.
  • In-depth knowledge of PMC treatment related WHO and national guidelines.
  • Proven ability to create and maintain effective working relationships with DPS, personnel, NGO partners, and international organizations.
  • Strong interpersonal and organizational skills.
  • Excellent interpersonal skills, and the ability to develop and maintain effective working relationships with colleagues and relevant project stakeholders.
  • Demonstrated and proactive organizational, prioritization, and workload management skills in a high-pressure environment.
  • Excellent IT skills, including a good understanding and experience of Microsoft Office Products (Word, PowerPoint, Excel, Outlook, SharePoint). Knowledge of SharePoint and Smartsheet is a plus.

This position does not attract international terms and conditions. The post holder will be considered as a local staff and will not have international terms and conditions of employment.

Applicants considered for this position are to be DRC nationals. This position is based in Kinshasa. Candidates outside of Kinshasa will be responsible for their relocation expenses.
