POSITION SUMMARY

ICAP at Columbia University (ICAP) in Democratic Republic of Congo (DRC) seeks a short-term hire as a Strategic Information Officer. Under the supervision of the Project Director, the Strategic Information Officer will provide daily technical assistance to the Ministry of health, implementations partners and other stakeholders to strengthen strategic information activities related to the program, including all monitoring, evaluation, analytics, and reporting of performance and results. S/he will lead efforts to strengthen national and sub-national monitoring and evaluation (M&E), high data quality and performance reporting to improve the effectiveness and efficiency of HIV programs through ICAP’s CDC-funded project entitled “Strengthening the Strategic Information (SI) Capacity of the Ministry of Health (MOH) in Support of HIV/AIDS Prevention, Care and Treatment Activities in the Democratic Republic of Congo under the President's Emergency Plan for AIDS Relief (PEPFAR).
This position is grant-funded. The ideal candidate would be based in Kinshasa, Democratic Republic of the Congo.                                                          

MAJOR ACCOUNTABILITIES

• Provide technical assistance to the PNLS to conduct HIV needs assessment for updating the Country HIV SI plan
• Provide technical leadership to the PNLS to conduct DQA in PEPFAR supported health facilities and to develop SI improvement plans
• Oversees the completeness of data submitted by health zones in the DHIS2/Tier.Net and work with the Ministry of Health to improve the data quality and the use of DHIS2/Tier.Net
• Provide technical assistance to the PNLS data validation meetings
• Actively participates in planned SI Technical Working Group meetings led by the PNLS
• Actively participates in workshops and preparatory activities on the updating of data collection and reporting tools
• Work with the PD to ensures timely and accurate reporting of program activities and results to CDC.

EDUCATION:

Master’s degree in Public Health, Epidemiology, strategic informatics, data analytics, or related discipline.

MINIMUM EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS:

• Must have a minimum of 7 years’ experience in health information management (HMIS) system development, in monitoring and evaluation related to HIV/AIDS comprehensive services
• Demonstrated experience in the design or the implementation of strategic information activities for HIV program management in the context of DRC
• Significant experience in providing daily a technical assistance to a Ministry of Health SI program
• Experience in the collection, analysis, and interpretation of data and in the calculation of demographic and epidemiological indicators
• Strong knowledge of DHIS2 and other system implemented in DRC is required
• Good verbal and written communication skills in English.

TRAVEL REQUIREMENTS

• Requires periodic travel within DRC, with some trips requiring overnight stays.
