Proposal Summary:

The Monitoring, Evaluation and Coordination Contract (MECC) 2 will provide support to USAID in the Democratic Republic of the Congo (DRC), Republic of Congo, Gabon and Central African Republic. The support will include technical and advisory services in planning, designing, conducting, disseminating and learning from monitoring and evaluation (M&E) of the Mission's portfolios to measure progress toward development objectives.

Position Summary:

MSI is seeking a Senior M&E Specialist who will coordinate the project's monitoring, evaluation, research and learning activities. This position will collect qualitative and quantitative data from national and departmental activities carried out under the Mission's portfolios. They will also provide feedback to the whole program team in conceptualization of activity evaluations and will provide the Mission and its implementing partners with support in developing performance indicators and M&E plans.

Responsibilities:

  • Work with the Mission to develop scopes of work (SOWs)/terms of reference (TORs) for evaluations and recruit evaluation teams.
  • Support dissemination of evaluation findings and ensure the quality of all evaluation work conducted by the project. Serve as team leader for selected evaluations.
  • Work with the Mission to develop performance indicators and M&E plans for the Country Development Cooperation Strategy (CDCS) and with the Mission's implementing partner to review and develop M&E plans for their Mission-funded activities.
  • Lead data quality assessments.
  • Oversee efforts to build M&E capacity among USAID and implementing partner staff. Provide technical assistance as needed to build capacity.
  • Supervise additional M&E staff, including a Capacity Building Specialist, a CLA Specialist and an Evaluation Specialist.

Qualifications:

  • A master's degree with seven (7) years' experience in a relevant field or a bachelor's degree with ten (10) years' relevant experience.
  • Experience in managing the evaluation needs and activities associated with development projects in complex environments.
  • Knowledge of USAID performance monitoring and evaluation guidelines (ADS 201).
  • Proficiency in French and English is required.
