PATH is a global nonprofit dedicated to achieving health equity. With more than 40 years of experience forging multisector partnerships and with expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world’s most pressing heath challenges.

The acceleration team (A-Team A or Equipe A in French) is a multidisciplinary unit of experts attached to the General Directorate for the Fight against Disease (DGLM in French), the result of the partnership between the Ministry of Public Health, Hygiene and Prevention (MSPHP) and Resolve to Saves Lives (RTSL). The Team is composed of a coordinator and three (3) advisors in charge of health, “One Health” and communication respectively. In 2023, the team will be able to expand with two (2) other advisors, including one for monitoring and evaluation and another in charge of legal issues.

The model implemented since August 2021 provides effective support for accelerating, coordinating and monitoring the implementation of activities supported by REDISSE funds and the National Action Plan for Health Security (NAPHS) 2020–2024, aligned with the major priorities of the Global Health Security Agenda (GHSA) to strengthen its capacities in the preparation, prevention, detection and response to public health threats including epidemics, disasters and other emergencies of national or international public health.

The priorities of A-Team to support the Government of the DRC in the implementation of capacities in accordance with the RSI 2005 focus on 4 strategic axes, namely: (1) the strengthening of the coordination of health security by the governmental part , (2) support for the government structures of the 3 key ministries (Public Health, Environment and sustainable development and Fisheries and breeding) in the implementation and monitoring of the NAPHS DRC as well as projects supporting its implementation such as REDISSE IV with funding by the World Bank (WB) through the Health Sector Development Project Management Unit (UG PDSS in French), (3) the provision of legal advice for the compliance of legal texts with health security and IHR and (4 ) communication support for the documentation of activities carried out by government structures.

PATH is seeking an Operations Officer to provide administrative and logistical support, as well as financial accountability through all phases of project design, implementation, and evaluation. S/he will officially report to the Senior Project Administration at PATH and partner with the Acceleration-team Lead to ensure that the Acceleration team’s operational needs are met.

The Operations Officer shall uphold PATH’s core values, especially those of Respect, Equity, Integrity, and Collaboration in performance of duties.

Note : the position contract will depend to the Acceleration Team funding period.

Responsabilities :

The Operations Officer shall serve as a resource to individuals and teams involved in the implementation of the RTSL Acceleration project. In this role, the Operations Officer is available to coordinate and assist with the administrative, logistic, contractual, and financial aspects of the team’s efforts. This includes but is not limited to the following:

  • Enable effective planning and continuous improvement of operations: Streamlining and coordinating operations. Provide financial planning and operations support to projects.
  • Enable implementation of project activities: Liaise with Resolve to Save Lives (RTSL) shared services staff (global operations, human resources, information technology, finance, PATH staff, and RTSL program staff (when appropriate) to provide necessary support to Acceleration team. Ensure A-team is set up to adhere to standard operating procedures.
  • Procure essential goods and services: Ensure team has access to sufficient quality resources in a timely manner.

Specific responsibilities include:

Enable effective planning and continuous improvement of operations

  • Proactively engage A team lead in monthly review of workplan/project activities for upcoming administrative, contracting, and budget process needs to facilitate timely engagement of PATH internal services and processes and avoid disruption of the programmatic activities.
  • Act as a bridge between RTSL shared services and Acceleration team on operation’s aspects of the project
  • Inform Acceleration team of policies and procedures related to their work; seek out and incorporate feedback (as appropriate with PATH and RTSL staff) to continually refine operations.
  • Coordinate logistics/operations for A-team meetings with colleagues, partner organizations and government counterparts
  • Liaise with RTSL shared services team and PATH to ensure all safety and security protocols are followed by A team members
  • Develop and maintain project financial monitoring systems to track project expenditures against approved budget and workplan

Enable implementation of project activities

  • Share relevant PATH operational guidelines and tools, and provide support for the implementation of A-team’s projects and activities
  • Ensure A-team members have necessary resources and tools to perform their work (e.g., internet data and airtime, printing supplies)
  • Coordinate with RTSL shared services team to ensure administrative support (e.g., travel, workshops, meetings) are effective, efficient and in compliance with RTSL and PATH policies.
  • Coordinate administrative, contractual, and financial aspects of the team’s efforts.
  • Secure services within PATH, from Shared Services or other DRC vendors to address critical needs
  • Partner with A-team lead to develop and implement a tracking system to streamline planning and support for team activities (meetings, travel, workshops)
  • Support onboarding for new A-Team members to ensure that all staff are familiar with relevant PATH and RTSL policies and procedures.
  • Support RTSL staff travel and engagements within DRC (e.g., obtaining airport taxi, sim cards/phone)

Procure essential goods and services

  • Develop project procurement plan in accordance with office procurement planning process schedule and A-Team needs.
  • Initiate and/or facilitate procurement process for project purchases in accordance with PATH and RTSL procurement policies
  • Communicate donor requirements for reporting and disposal of inventory to Procurement and/or Facilities, to ensure inventory management requirements are integrated into office inventory management process(es).
  • Maintain inventory report on a quarterly basis for all equipment bought for the project
  • Work with RTSL’s IT team to procure equipment in line with RTSL policies and procedures.
  • Manage IT assets in partnership with RTSL’s IT team.   Partner with RTSL’s IT team to repair and replace equipment as needed.

Required Experience :

  • Bachelor’s degree / Advance Diploma in Administration/Management or other relevant field, plus minimum 7 years of experience or project management and contract functions. Master’s degree in Administrative/management will be an added advantage.
  • Experience working with major donor awards (USAID, BMGF, Private donors, European donors etc.) and across multi-country projects preferred.
  • Proven administration, management and operations skills.
  • Demonstrated administrative and project management skills.
  • Fluency in English required.
  • Team player, problem solver and excellent communicator.
  • High level of organization skills is required
  • Experience successfully working with and interacting with external partners.
  • Proficiency with Microsoft Office suite; particularly Excel.
