Organisation Description: Johanniter-Unfall-Hilfe e.V. (www.thejohanniter.org) is a German Christian non-governmental organisation, dedicated to excellence in the field of first aid, ambulance service, social service programmes and other projects in the medical and social field. The Federal Headquarters are based in Berlin, Germany. Johanniter International Assistance is the operational unit for humanitarian aid, development co-operation and emergency relief, implementing and supporting projects in Health, Nutrition, WASH as well as Food Security & Income Generation worldwide.

Background

Johanniter has been active in DRC since 1995, with a focus on North Kivu since 2008. The overall objective of Johanniter International Assistance’s Program in North Kivu, DRC, is to reduce mortality and morbidity by improving the health conditions and reducing vulnerability of IDPs and host population. Johanniter’s interventions aim to improve, in close cooperation with the MoH, the provision of and access to quality primary health care and to support the improved nutrition status of children under five, pregnant and lactating women and other vulnerable people (such as elderly people, people with disability, people living with HIV/AIDS, and survivors of SGBV). Furthermore, Johanniter’s DRC program seeks to improve access to water, sanitation and hygiene

In a Nutshell

You will:

■ Be responsible for planning, implementing, reviewing and controlling procurements and warehouses across all Johanniter projects in DR Congo.

■ Give input on procurement and warehousing and train relevant staff to build procurement and warehousing capacity.

■ Ensure that procurement and warehouse requirements are in line with Johanniter and donor requirements.

■ Guide, support and control the DR Congo Country Offices’ procurement and warehouse teams as well as Johanniter partner organizations ensuring donor and Johanniter guidelines are complied with.

■ Assist the DR Congo Country Offices and their Partners (where applicable) to be accountable to ensure that effective procurement and warehouse principles and protocols are in place.

■ Be required to have a good understanding of the overall country office programme.

What you will do:

Procurement:

■ Manage procurement processes and adhere to Johanniter and donor rules and regulations.

■ Monitor procurement plans and procurements (incl. checking quotations and monitor promptness of procurement).

■ Create, launch, assess and award tenders in a fair and open manner adhering to Johanniter and donor rules and regulations.

■ Support budget planning of programs and logistics requirements.

■ Oversee list/database of pre-approved suppliers.

■ Inspect quality of received goods.

■ Provide waybills (and confirmation from fields), including goods receipt.

■ Organise exemption letters, assure tracking of procurement and post-delivery inspection.

*Storage/War**ehousing*:

■ Collect and analyze relevant data, indicators, check quality of stock management systems for the programs and ensure orderly documentation.

■ Provide technical advice for the program and warehouse regarding all pharmaceutical information, appropriate use of drugs, side effects etc.

■ Carry out follow-up visits at project sites to ensure appropriate monitoring of drug management at health centre level.

■ Monitor loans and donations in drug management incl. expiry of drugs according to Johanniter rules and national legislation.

■ Ensure appropriate storage of narcotic and psychotropic drugs in line with national legislation.

■ Ensure safe disposal of drugs and medical products in line with relevant rules and regulations.

■ Supervise warehousing conditions (e.g. temperature, humidity, safety, cold chain compliance, hygiene and security), classification of warehouse stock and inventory to prevent degradation and financial loss due to expiry or theft.

■ Check quality and reinforce stock management systems, procedures & routines controls and reporting on stock management.

■ Report on stock consumption and suspected irregularities; continuous updating of all inventories.

■ Manage emergency stocks (hibernation kits, firs aid kits, medical kits, etc

Contracts/Procedures/Filing/Reporting

■ Maintain all contracts and ensure that they are up to date.

■ Maintain all country documentation and assure that all documentation is current.

■ Design, roll out, implement and monitor logistics procedures, SOPs and guidelines, improve filing systems, user manuals and record keeping.

■ Weekly (RfP tracker, waybills, etc.); monthly (assets, stocks, etc.), quarterly, annually.

Human Resource and Team Management

■ Create and maintain a culture of team spirit and ensure all staff is committed to strive for high performance contributing to the achievement of the strategic ambitions of JUH whilst taking into account individual needs and goals of staff and foster staff well-being and job satisfaction.

■ Induct and train, incl. setting objectives and performance appraisals with procurement and warehouse staff.

■ Recruit and hire national staff according to HR plans agreed by the Head of Mission.

■ Promote accountability, communicate expectations and provide constructive feedback via regular bilaterals and performance reviews.

Safety and Security

■ Prioritise Safety and Integrity of all staff.

■ Monitor the security situation and establish a good understanding of the context and risks associated with a changing environment.

■ Ensure awareness of local Security Plans and ensure that guidelines are followed and adapted as required at maximum preventive level and that the team is safe and well informed at all times.**

■ Review and update security and contingency plans making sure that guidelines are understood and respected.

■ Maintain regular contact with relevant networks and security stakeholders (UNDSS, INSO etc.)

Representation

Build and strengthen external relationships and represent Johanniter with relevant stakeholders.

What you bring:

■ Relevant Bachelor’s Degree from a recognised university (preferably in Logistics/Procurement or minimum of 7 years Logistics/Procurement experience).

■ Experience in medical equipment and pharmaceutical procurement and supply, incl. cold chain.

■ Donor experience (e.g. AA, BMZ, ECHO, USAID).

■ Fluency in English and French, German an asset.

■ Solid understanding of logistics processes.

■ Proven experience in delivering trainings for logistics and non-logistics staff.

■ High degree of computer literacy.

■ Experience in working with partner organisations (capacity development).

■ Understanding of humanitarian programming.

■ CIPS Certification.

■ Experience traveling and working cross-culturally.

■ Ability to work well within a multi-cultural staff in multiple and remote locations.

■ Excellent communication skills, orally and in writing.

■ Self-motivated and able to adapt.

■ Ability to work in a team and motivate colleagues and staff of partner organisations.

■ Willingness to travel, when necessary.

What we offer:

Remuneration: 42,475 - 44,710€/annum gross (Johanniter AVR DWBO Annex Johanniter internal tariff and relevant previous experience).

Benefits: Social security (lump sum 375€/month for expats not under German social security); R&R; international insurance; 29 days annual leave; yearly home flight (for contracts > 1 year); Cost of Living Allowance Living Allowance (1440€ - 1680€/month)
