Proposal Objective:

Social Impact is pursuing a contract to provide support to the USAID Regional Mission based in the Democratic Republic of the Congo (DRC), which encompasses the DRC, the Republic of Congo (RoC), and the Central African Republic (CAR). This support will include technical and advisory services in planning, designing, conducting, disseminating, and learning from monitoring and evaluation (M&E) of the Mission’s portfolios in order to measure progress towards established development objectives and improve the achievement and sustainability of the Mission’s development outcomes. Additionally, this contract will provide services to strengthen the Monitoring, Evaluation, and Learning (MEL) capabilities of USAID/DRC staff, targeted local partners, and the Government of DRC.

This contract will also improve upon and provide additional implementation support to the Country Development and Cooperation Strategy (CDCS) and USAID’s regional strategic frameworks through an enhanced MEL system, as well as provide broad MEL support to the USAID/DRC technical offices - Education; Peace and Security; Democracy, Human Rights, and Governance; Health; Economic Growth; Food For Peace; Office for Foreign Disaster Assistance; and the Central Africa Regional Program for the Environment program (CARPE).

Position Description:

Social Impact is seeking an Institutional Strengthening Specialist to provide technical and managerial leadership for MEL capacity building across the USAID/DRC MECC 2 mechanism. S/he will propose and undertake innovative MEL capacity building, applying state-of-the-art capacity building and organizational learning methods that complement broader USAID/DRC activities, implementing partner (IP) engagement, and third-party monitoring (TPM) firm data collection. S/he will also organize structured learning events for USAID, IPs, and other stakeholders. The Institutional Strengthening Specialist will work full-time for the duration of the activity and will be based in Kinshasa, Democratic Republic of the Congo. This position is contingent upon contract award.

Responsibilities:

• In cooperation with USAID, identify areas in which to strengthen USAID and IP capacities in monitoring, evaluation, and learning (MEL) and project management.
• Develop events, activities, and resources to strengthen USAID and IP capacities in MEL and project management.
• In cooperation with the TPM Manager, help identify areas in which to strengthen data collection for TPM firms.
• Guide the development of and review capacity-building resources created by the TPM Manager for TPM firms.
• Implement or oversee the implementation of institutional strengthening activities such as trainings, courses, mentoring, etc.; design technical resources for these activities; and indicator-relevant data collection and reporting focused on institutional strengthening.
• Undertake scheduled and unscheduled visits to organizations or individuals engaged in capacity-strengthening activities.
• Support the Learning Advisor in implementing Collaborating, Learning, and Adapting (CLA) and knowledge management (KM) activities to extend individual and organizational strengthening.
• As relevant, oversee, guide, and support STTA/LTTA staff placed with USAID or IPs.

Qualifications:

• Master’s degree or higher in a relevant field, such as international development, international affairs, monitoring and evaluation, social sciences, economics, governance, health, environment, education, organizational management, or communications.
• At least eight years of experience leading, advising, and supporting MEL and capacity development with USAID-funded projects.
• Demonstrated expertise in facilitation and training in both large, formal settings and strong interpersonal skills for coaching and mentoring in informal settings.
• Demonstrated experience in strategic planning, monitoring and evaluation, project design, CLA, and/or third-party monitoring.
• Excellent communication skills.
• Strong familiarity with required USAID MEL policies and procedures, including with the related ADS requirements.
• Exceptional proficiency in written and spoken English and French is required.
