OSC seeks well-qualified, dynamic, and collaborative applicants for a Chief of Party (COP) for the anticipated USAID Democratic Republic of Congo Mission Strategic Support Program. The purpose of this contract is to holistically assist the USAID/DRC Mission in its overall monitoring, evaluation, and collaborating, learning and adapting (CLA) needs. This contract will support USAID/DRC across multiple technical areas and emphasize Mission-wide learning across an anticipated period of performance of 5 years in the Democratic Republic of the Congo (DRC), Central African Republic (CAR), and Central African Regional Operating Unit (CAROU).
Position Description
The COP will provide vision and overall project leadership, oversee management of staff and consultants, work plans and other project documents, and serve as the project’s primary point of contact for USAID. S/he should have demonstrated broad management and team building experience; deep technical knowledge of monitoring (including TPM), evaluation, and learning activities for international development activities; and experience in DRC. The COP will support Third Party Monitoring (TPM) in permissive and non-permissive environments and oversee the strengthening of MEL capabilities of USAID/DRC staff, local partners, and the DRC Government. S/he will work with the Mission’s leadership team, Program Office, technical office team leads, and other COPs managing USAID projects. This is a long-term position based in Kinshasa, DRC.
