PATH is seeking to recruit an Orphans and Vulnerable Children (OVC) Coordinator for the Integrated HIV/AIDS Project in Haut Katanga (IHAP-HK), based in Lubumbashi, to closely monitor and provide onsite of a comprehensive, wraparound package of social and clinical services to OVC living with or affected by HIV, including HIV and social service case management for OVC and their households; temporary subsistence support; economic empowerment and household strengthening; educational support; improved parenting skills; and child protection and other social services. The OVC Coordinator will report to the IHAP-HK Deputy Chief of Party—Technical (DCOP-T).

PATH and its partner IntraHealth International are implementing a program in support of HIV/AIDS efforts of the Government of the Democratic Republic of Congo (GDRC) and the United States Agency for International Development (USAID) in 8 health zones (HZs) in Haut-Katanga Province. The overarching goal of the Integrated HIV/AIDS Project in Haut Katanga (IHAP-HK) is to help the GDRC strengthen the continuum of care for high-quality HIV/AIDS services to achieve sustained epidemic control. IHAP-HK includes interventions at the provincial, HZ, facility, and community levels.

Responsibilities:

  • Coordinate with NGOs to closely monitor (at least biweekly) OVC cohort rosters managed by OVC case managers and supervisors to ensure all enrolled OVC are benefitting from the full package of clinical and social services; identify gaps in the provision of clinical and social services for OVC beneficiaries; and provide onsite technical assistance to NGOs, OVC case managers, and OVC supervisors to addresses gaps, with a particular focus on ensuring seamless case management to ensure OVC living with HIV achieve viral suppression.
  • Serve as technical supervisor for grants with NGOs implementing OVC activities, with frequent visits to implementation sites to ensure that OVC case managers and supervisors are offering the complete suite of OVC services to all eligible OVC and household activities, including supporting the preparation of NGO scopes of work, targets, and budgets, in coordination with project M&E and grant teams.
  • Collaborate closely with the Senior Strategic Information Advisor and M&E/OVC Officer to monitor the completeness, accuracy, and quality of data on OVC and their households reported to the project, and provide direct onsite technical assistance to NGO staff and/or OVC case workers and supervisors to address data entry or reporting issues.
  • Coordinate with the M&E team, including M&E/OVC Officer, to review and analyze OVC data weekly, including progress against annual targets for OVC MER and custom indicators and clinical indicators for at-risk OVC or OVC living with HIV (particularly retention and viral suppression), and develop and efficiently deploy with authorization from the DCOP-T, new or revisions to existing strategies to improve project performance and ensure achievement of established targets,
  • Monitor the efficient implementation of and provide updates on activities listed under their responsibility in project’s activity tracker and identify challenges/issues impacting timely implementation of planned activities to the DCOP-T, with proposed corrective actions.
  • Draft and submit inputs related to OVC activities for monthly, quarterly, and annual project reporting, including DATIM narratives, and for annual work plans to the DCOP-T.
  • Participate actively in project meetings or other external meetings (e.g. USG; PEPFAR; Government of DRC etc.).
  • Propose and/or contribute to implementation science/research efforts using programmatic data and provide inputs to develop abstracts, write-ups, and other publications using project programmatic data.
  • Contribute to new business development efforts, as requested.

Required skills and experience:

  • Medical degree or at least a bachelor’s degree in public health, social sciences, and/or epidemiology.
  • At least seven years of experience serving in a technical, coordination, and/or managerial function on a project providing a comprehensive suite of social and health services for OVC.
  • Previous experience supporting OVC activities under a PEPFAR-funded or the U.S. Agency for International Development project is strongly preferred, with experience supporting optimal treatment outcomes for children or adolescents living with HIV (i.e. treatment adherence and viral suppression) preferred.
  • Prior experience and demonstrated ability to work under pressure with tight deadlines and quickly respond to shifting circumstances.
  • Experience providing technical coordination of activities across various stakeholders, including NGOs, health zone officials, facility-based providers, and community-based health care providers (e.g. OVC case managers and supervisors etc.).
  • In-depth understanding of approaches, specific intervention packages, national guidelines, and best practices related to the provision of clinical and social services for OVC and their households; understanding of PEPFAR OVC programming preferred.
  • Proven application of analytical skills to use available data to inform gap analyses, identify root causes of challenges, and develop and roll-out quick and efficient solutions to correct gaps and improve quality of activity implementation.
  • Demonstrated project coordination, management, and writing skills.
  • Excellent attention to detail.
  • Proven ability to work under pressure and deliver high-quality products in a timely manner and quickly respond to shifting circumstances.
  • Proven proficiency using Microsoft Office Suite, particularly Word, PowerPoint, and Excel.
  • Strong interpersonal skills and ability to work effectively in multicultural environment.
  • Excellent written and spoken French; proficiency in written and spoken English is a plus.
  • Willingness to travel to remote sites.
  • This position is based in Lubumbashi. Candidates outside of Lubumbashi will be responsible for their relocation to Lubumbashi.

Must have legal authorization to work in DRC.
