Starting date: ASAP
Contract Length: 12 months with the possibility of extension
Country: Democratic Republic of Congo (DRC)
Job Location: Bukavu (80%) and project site (20%) in Maniema/South Kivu province
Reports To: Head of Programmes
Responsible For: 2 – 5 Project Managers, Consortium activities Coordination

Job overview:

The Programme Manager (PM) will be responsible for timely and effective management and implementation of PIN’s country programme focusing on Nutrition, Food security and WASH ensuring efficiency, quality, M&E, impact and accountability, while upholding the core values of PIN. By supervising the implementation of results-based Monitoring and Evaluation systems in PIN’s project, the PM actively contributes into the programme strategy and development of future programmes. Upon the agreement with HoP, the PM represents PIN at relevant clusters and meetings. Furthermore, s/he ensures continuous quality improvement of projects through collection and reflection of lessons learnt and contributes to well-being of project staff.

Organisation context:

People in Need (PIN) is a Czech NGO that provides relief and development assistance in over 20 countries around the world. Formed in 1992, PIN has grown to be the biggest organisation of its kind in Central Europe, providing relief where it is needed, and empowering civil society in the Czech Republic, Eastern Europe, Africa and Asia.

People in Need (PIN) has been present in the DRC since 2009. With its main office in Bukavu (South Kivu) and several field offices, we have been implementing projects focusing on nutrition, basic health care, food security, WASH, education and human rights in the provinces of South Kivu and Maniema.

Main Duties & Responsibilities:

Senior Management

  • Support the Head of Programmes in the strategic design of PIN’s programming, including project development
  • Participate in the Management Team decision making as required

  • Able to fill in for HoP during his/her absence

Programme management

  • Full responsibility for the management of PIN’s projects (achieving the results and indicators and fulfilling the contractual obligations) through line management of Project Managers

  • Responsibility to oversee projects’ progress, spending plans, budget monitoring and reporting through regular project reviews in close cooperation with the relevant PMs

  • Assurance of regular M&E and data collection, in line with PIN’s requirements and ofprojects‘ compliance with sectorial guidelines and internal procedures

  • Active coordination with all relevant stakeholders involved in project implementation at national and provincial level; regular communication with implementing partners and representation of PIN at relevant clusters

  • In HoP’s absence or when instructed to, represent PIN with donors, inter-cluster and other relevant actors

  • Manage the team, ensure the full implementation of PIN and the partners’ standards and the national staff policy

  • Support HoP in the overall capacity building of the programme team

Project Development and Coordination

  • Continuous assessments of needs on the ground and in PIN target provinces in cooperation with Project Managers and MEAL Unit
  • Contribution to the development of new project proposals to expand PIN programmes in-line with sector’s strategy and PIN’s and the Partners‘ Country Strategies to ensure the continuity of PIN’s programming
  • Collaboration with local authorities (e.g. Health and Nutrition State authorities, local leaders, local administration), other NGOs, UN agencies and any other relevant actor
  • Ensure that cross-cutting agendas and principles such as gender equality and non-discrimination are implemented across all projects

Requirements:

  • MA/Diploma in development/humanitarian field or relevant educational background
  • A minimum of two years of overseas experience
  • Experience with the donors such as ECHO, DFID, BHA, USAID, etc. is a strong advantage
  • Experience with working in insecure environments a significant advantage
  • Experience with designing and conducting trainings an advantage
  • Experience in Nutrition and/or Food security sector is an advantage
  • Ability to work under pressure often to strict deadlines
  • Cross cultural awareness and sensitivity, tolerance and acceptance of diversity
  • Empathy with the organisation's values and its approach
  • Ability to quickly grow into new challenges, working within a close and supportive team
  • Full Computer Literacy, advanced in MS Office tools
  • Ability to motivate and develop skills of others
  • Experience in humanitarian/development work with focus on programme/project management work required
  • Experience in PCM, people’s management and financial management required
  • Fluent knowledge of French and English required
  • Familiarity with the humanitarian context in DR Congo
  • Critical analysis and problem solving skills
  • Sound judgment, coordination and management skills

PIN offers:

  • Salary based on the PIN salary scale, experience and seniority, and per diems
  • Housing allowance
  • 25 days of paid leave annually along with additional National Holidays based on DRC Labor Law
  • Twice a year 2 paid R&R leave days with extra contribution of 500 USD each
  • Reimbursement of travel expenses with travel to the country of residence every 6 months of completed work
  • Reimbursement of costs of visas and vaccinations; assistance with visa application procedure
  • Medical helpdesk and psychological consultation available on-line
  • ISOS Travel health insurance
