NRC is looking for 2 area managers. This position is part of the Country Management Group and oversees all NRC presence, staff management, security, reputation and operation quality in his/her geographical area of responsibility. This will be done in accordance with NRC strategies, rules and procedures, and with the support of the team in the Country Office. The Area Manager is under the direct supervision of the Country Director. The Area Manager is an advocate for the rights of IDPs and returnees, strongly engages with local authorities and a range of stakeholders for an improved humanitarian response and durable solutions.

With 25 million people in need, the DR Congo is one of the largest humanitarian and protection cries in the world. Conflict continues to cause millions to flee their homes. Food insecurity is on the rise and the COVID-19 is producing increased challenges for the people of DR Congo with the secondary impact putting an even greater strain on the most vulnerable.

DR Congo is NRC’s largest operation in Central and West Africa, with programmes in Petit Nord Kivu, Grand Nord Kivu, Sud Kivu, Ituri, Kasai, and Tanganyika and a team of over 400 dedicated humanitarian workers. In 2019, NRC’s teams assisted over 600,000 people through a multi-sectoral response across the displacement cycle. NRC runs a large market-based emergency response, in addition to a range of rights-based programmes to promote stability and pathways to durable solutions. NRC in DR Congo is piloting a Humanitarian Mediation Programme that seeks to explore new ways to prevent people from being forced to flee.

The purpose of the Area Manager position is to ensure high quality and cost effective programme/project implementation within the designated geographical area.

Roles and Responsibilities

  1. Line management for senior project staff and support functions (and Field Office Coordinators) in the area

  2. Member of the Country Management Group (CMG)

  3. Compliance with and adherence to NRC policies, guidance and procedures

  4. Provide area specific input on CC strategies, Country Strategy and Plan of Action

  5. Organize grants opening and closure meetings at area level

  6. Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources).

  7. Assess needs, develop emergency response and implement response plans

  8. Ensure optimal use of resources within the allocated project budgets and CC strategies

  9. Represent NRC and networking on area level

  10. Ensure that capacity building is provided to all staff in the area

  11. Ensure overall security and safety of staff in the area

  12. Promote the rights of IDPs/returnees in line with the advocacy strategy

  13. Represent to all appropriate authorities and act in all official work concerning the Norwegian Refugee Council in the designated Area in DR Congo,

  14. Establish a good working environment based on the NRC values

  15. Coordinate all area level programme and operational activities

  16. Conduct regular field missions to monitor project implementation

  17. Lead the area Grants management (GOM, GR and GEM) with the coordination and technical support of the GM.

  18. Identify, initiate and follow up on advocacy issues at area level in close coordination with the Advocacy Manager and Country Director.

  19. Ensure support functions are managed according to NRC policies

  20. Ensure legally binding financial contracts and payments at area level are made as per the threshold limit stipulated on the authorization table.

Qualifications

· Minimum 3 years of experience from working as a Senior Project Manager in a humanitarian/recovery context

· Previous experience from working in complex and volatile contexts

· Documented results related to the position’s responsibilities

· Knowledge about own leadership skills/profile

· Fluency in English and French, both written and verbal

· Knowledge of the context in DRC

· Experience from emergency setup

18 months of full-time contract

A Competitive salary and benefits according to International staff terms and conditions, including contributions to a pension fund

Grade: 10 in NRC's grade structure

Duty station: Kananga and other locations with 30% travel to the field
