Advocacy & Global Campaigns Manager (INT6402)

The Role
We are looking for an Advocacy & Campaigns Manager to contribute to the development and implementation of innovative and effective advocacy and campaigns in DRC.
What we are looking for
To achieve this, you will need to be dynamic and genuinely interested in humanitarian and development programme.
You will have experience in representing a non-governmental organisation to partners, government agencies and donors at local, regional and global level.
Fluency in English and ability to communicate in French, you must be a strategic thinker, consultative but firm and convincing, analytical, and accustomed to developing your own work. You will have an active commitment to promoting gender equality and the interests of marginalised groups and an ability to suggest practical solutions to complex issues and to engage with global learning from a country perspective. With an experience of at least 5 years in advocacy and managing complex advocacy and campaign programs including drafting project proposals / budgets / reports and the development of monitoring and evaluation systems, you will also need to have a proven working experience with local NGOs as partners, evaluation and capacity building

RESPONSIBILITIES :
Strategy / Coordination:
50% time spend
Overall advocacy and campaigning activities in DRC
· Lead the development and implementation of a strategy for the Rights in Crisis Campaign as well as more broadly for all advocacy and campaigning activities in the country office

Work with programs colleagues to facilitate strategic discussions and ensure complementarity and synergy with programs work

Ensure strategy and activities build on a solid analysis of the country context, research and learning.

Organise and facilitate internal and external meetings.

Work with RIC team, National Programme Manager and National Humanitarian Programme Manager, to ensure synergy with programmes.
· Regularly update the Oxfam global confederation about the humanitarian and political situation in the country, advocacy activities and opportunities
· Coordinate with media and communications teams in the confederation
· .Coordinating the overall portfolio of ongoing partnerships and projects in close collaboration with the relevant project teams and other staff as well as with various Oxfam Partner Affiliates representatives
· Lead the development and implementation of the national advocacy strategy taking into account all the lessons learned and evaluations, as well as needs and priorities of other programmes
For the Rights in Crisis Campaign
• Coordinate the development initiatives and projects
· Document and capitalize on experiences and contribute to the development of RIC work at national and regional level
• Coordinate the development of new RIC project proposals in collaboration with the provincial teams respecting Oxfam norms and standards
· Provide technical and analytical input into key discussions of the RIC campaign and coordinate with regional and affiliate teams
· Provide technical support and backstopping to Provincial Managers in ensuring implementation of project activities and managing partnerships;
· Join/support PMs in the analysis and contextualization of humanitarian issues in DRC and share analysis with Country Programme Manager and RIC team.
· Maintain a country humanitarian and conflict analyses and song sheet linking on-the-ground developments with wider national issues and events
Management of people and projects
30% time spend
• Matrix Management of the RIC and other advocacy staff in DRC, in close collaboration with programme leads
· Contribute to the development of their goals, give regular feedback and participate in the evaluation of their performance.
• Ensure the quality of Oxfam's advocacy and campaigning work in collaboration with the Monitoring and Evaluation Adviser
• Follow and ensure cohesion of advocacy activities as part of other projects in collaboration with programme leads
Advocacy / representation:
20% time spend
• Represent Oxfam and develop its strategic partnership and positioning in the humanitarian and development systems (authorities, other NGOs , UN Agencies , Donors ... ) and represent the interests of the provinces at national level.
• Participate in relevant forums (clusters, coordination meetings, government thematic groups, INGO Forum )
• Work closely with other sectoral coordinators and support departments to ensure cohesion of messages and positions
Technical Skills, Experience & Knowledge
Essential
· Masters degree or equivalent in relevant field (political science, law, international relations, development, etc)
. Experience of working in humanitarian and development contexts
· Experience of at least 5 years in advocacy and managing complex advocacy and campaign programs including drafting project proposals / budgets / reports and the development of monitoring and evaluation systems
· Experience working with local NGOs as partners, evaluation and capacity building
· Excellent coordination and team work skills
. Track record of high performance and ability to deliver in high pressure environments
