PROJECT BACKGROUND

The purpose of USAID’s Good Governance Activity (GGA) is to improve the financial management of public resources to increase the transparency, accountability, and availability of local resources for the Democratic Republic of Congo’s (DRC) development. The Activity will focus on addressing the institutional conditions that enable corruption through improved public financial management at the provincial and local levels. As part of the Anti-Corruption Response Fund (ACRF) pilot component, USAID’s Good Governance Activity will also focus on improving transparency and accountability in the public financial management of mining resources and align this approach to address the Mission’s interagency anticorruption priorities related to the mining sector.

POSITION DESCRIPTION

The Chief of Party will serve as the lead interlocutor between USAID and the project team. S/He will work closely with government partners and project staff to identify key issues, develop recommendations, and test solutions. The COP will manage efforts to collaborate with a broad set of stakeholders, including government representatives, civil society, the private sector, and other donors.

KEY DUTIES AND RESPONSIBILITIES

Technical

  • Provide overall leadership, management and technical direction of the entire program to ensure an integrated vision and successful achievement of GGA objectives;
  • Identify issues and risks related to program implementation and suggest appropriate program adjustments;
  • Serve as primary liaison between USAID and all other counterparts, implementing partners, program stakeholders, private sector entities, and DAI home office management on all program-related matters;
  • Responsible for annual work planning development process, implementation of workplan activities, and delivery of annual targets;
  • Ensure all program technical activities are cohesive and mutually supportive;
  • Offer technical assistance and guidance as appropriate to achieve GGA program targets;
  • Submit timely, high quality project deliverables to USAID and DAI;
  • Work with GGA local partners to ensure they are successfully achieving their SOWs, raising any issues to the HO as needed; and
  • Identify short-term technical and operational consulting requirements and prepare draft SOWs as needed.

Management

  • Serve as Director of GGA, directly supervising approximately five staff;
  • Work closely with DAI’s Home Office team;
  • Raise any risks or concerns with DAI’s Home Office in a timely manner;
  • Meet GGA financial goals reflected in quarterly corporate forecast budgets;
  • Contribute to project pipeline analysis, providing input into the quarterly ETC review process and GGA budget realignments;
  • Oversee multiple activities simultaneously, including hiring, training, mentoring, and supervising local personnel;
  • Build the capacity of local staff in both technical and managerial skills;
  • Ensure compliance with local labor law, USAID policies, and DAI policies and procedures; and
  • Represent GGA, USAID, and DAI at public conferences, forums, and events.

QUALIFICATIONS

  • Education: Master’s degree in a relevant field;
  • Experience and expertise: At least 15 years implementing and managing donor-funded projects, with preference to Public Finance Management, local governance, and/or accountability programs;
  • Excellent relationship-building, oral and written communication skills;
  • Proficiency in French and English (professional working level – equivalent to FSI 3/3).
