Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible.

Description of task

Under the direct supervision of the Emergency Specialist of the UNICEF Office on Goma and in close collaboration with the Child Protection Specialist in charge of the National Coordination of the CP AoR, the UN Volunteer has responsibility for the efficient management and functioning of the Child Protection Sub-national coordination group at the Goma hub (covering North Kivu and Ituri provinces) encompassing the following:

  • Maintain and strengthen the coordination of the CPWG at provincial level as well support the CPWGs at the territorial level;
  • Ensure that clusters members share monthly the 5W as well as Child Protection analysis;
  • Ensure good operation of the CPWW at the provincial and territorial level, particularly through regular update of the referral mechanisms and mapping of actors and services;
  • Ensure that there is effective communication, reporting, engagement and coordination between the provincial and national level;
  • Work with the national level coordination group to ensure the CPIE response is evidence-based through conducting secondary data reviews and, where necessary, assessments identifying the priority child protection needs and capacities;
  • Carry out a mapping of CPIE actors to identify gaps, avoid duplication and build complementarity of partner actions;
  • Where inter-agency CPiE response plans are developed at national level, ensure sub-national level inputs are captured in the response plan;
  • Ensure an effective information management system is established at sub-national level (including at territorial level) for sharing of information and generation of analysis, to, from and between coordination group participants, other stakeholders, and the national;
  • Promote the implementation of the Minimum Standards of Child Protection in Human Action amongst Child Protection actors and non-CP actors;
  • Ensure adequate resources are mobilized and are equitably allocated for the effective functioning of the cluster and its response;
  • Where inter-agency CPiE capacity building plans are developed at national level, ensure sub-national level inputs are captured in the plan;
  • Ensure ongoing situation monitoring and maintain flexibility within the sub-cluster to respond to changes in the operating environment, evolving requirements, capacities and participation;
  • Ensure regular participation to Protection Cluster and interact with other clusters (including through inter-cluster coordination fora), humanitarian actors, government counterparts, and relevant authorities for operational planning, engagement and active contribution of operational partners;
  • Develop inclusive consultative and feedback mechanisms to ensure accountability of the response to the affected population;
  • Monitor performance of the inter-agency CPIE response against agreed indicators and monitor the core cluster functions;

Qualifications/Requirements

Required degree level: Bachelor degree or equivalent

Education - Additional Comments:

Bachelor's degree in Political/Social Sciences or Humanitarian Studies or International Relations

Required experience: 24 Months

Experience remark:

  • At least 2 years of professional work experience at the national and/or international level in a relevant domain.

Language skills:

  • French(Mandatory), Level - Fluent
  • English(Mandatory), Level - Working Knowledge

Area of expertise: Other health related experience, Early childhood, compulsory and higher education

Area of expertise details:

  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • Have affinity with or interest in UNICEF mandate, especially child protection, volunteerism as a mechanism for sustainable development, and broadly the UN System.
