Summary:

The U.S. Mission in Kinshasa is seeking eligible and qualified applicants for the position of Accounting Technician/Budget Analyst in the Financial Management Section.

The work schedule for this position is:

Full Time (40 of hours per week)

Start date: Candidate must be able to begin working within a reasonable period of time (04 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties

Under direct supervision of the Accounting Unit Supervisor, Position is responsible for managing all non-State Agencies budgets and maintaining complex accounting ledgers of the Mission and other military Agencies; OBO budget preparation and monitoring for Government-owned property maintenance funds; Lease budget preparation and monitoring for Program and ICASS; MSG budget preparation and tracking; handling and managing a large volume of Temporary Duties employees and the related financial requirement.

Qualifications and Evaluations

Requirements:

EXPERIENCE: A minimum of three years working experience in accounting and clerical work is required.

JOB KNOWLEDGE:  

A good basic knowledge of standardized bookkeeping and accounting procedures is required. A good working knowledge of accounting terminology and codes necessary to classify transactions in an automated accounting system is required.

Education Requirements:

Minimum two years technical college in the area of finance and accounting is required.

Evaluations:

LANGUAGE: Level III (Good Working Knowledge) English-written and spoken ability is required. Level III (Good Working Knowledge) French-reading, written and spoken ability is required. 

SKILLS AND ABILITIES:

The position requires good attention to details and the ability to analyze account(s) transactions to detect errors and avoid over-obligations is critical. Ability to operate a computer and proficient in spreadsheet software are required. Incumbent must have good customer service professional skills including oral and written communications in working with American supervisors and Washington.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Kinshasa may receive a compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
