Job Title: Technical Advisor II,Disabilities Advisor, DRC ETOILE ActivityReports to: Chief of Party

Department: Programming (CARO – Democratic Republic of the Congo)Salary Grade: 10

Note: This position is contingent upon donor approval and funding.

Job Summary:

The Disabilities Advisor (DA) will provide technical advice, guidance, and support to a wide range of program design and implementation issues for the USAID DRC ETOILE project to advance quality, equitable, and inclusive skills training for persons with disabilities. In line with Catholic Relief Services (CRS) program quality principles and standards, USAID guidelines, and industry best practices to advance the delivery of high-quality programming to the poor and vulnerable, the DA’s technical knowledge, advice and guidance will contribute to determining how effective, adaptive and innovative CRS’ disability inclusive programming is to the project. S/he will be charged with reducing stigma and rendering structures equitable. The candidate will have strong skills in workforce development, skills training, or community development.

Roles and Key Responsibilities:

  • Contribute to the development and implementation of agency-wide strategies, standards, tools, and best practices in disability inclusion that effectively engage partners, USAID and DRC government counterparts. Help ensure a cross-sectoral approach integrating gender, youth, and protection mainstreaming.
  • Provide technical solutions to the project team for strategic planning and how to best apply program design and implementation standards, best practices, partnership principles, tools, and M&E, ensuring high-quality implementation.
  • Advise project teams on integrating donor strategies, priorities and technical requirements into CRS’ approach.
  • Contribute to capacity strengthening initiatives in disability programming for staff and partners through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and mentoring and coaching to CP and partner staff.
  • Contribute to knowledge management and learning through collecting and analyzing program data, evaluating strategic projects, assisting with measuring program impact, capturing and sharing lessons learned and best practices, and research and internal reports.
  • Establish and maintain relationships with USAID, partners, government counterparts, peer organizations, research and other institutions. Participate in forums in the area rehabilitation and disability inclusion to collect and share best practices and promote CRS’ and the project’s work.

  • Excellent relationship management skills with ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings.
  • Strong strategic, analytical, problem-solving and systems thinking skills with capacity to see the big picture and ability to make sound judgment
  • Strong written and oral communication skills
  • Strong presentation, facilitation, training, mentoring, and coaching skills
  • Proactive, resourceful and results-oriented

Required Languages – English and French proficiency required

Travel - Must be willing and able to travel up to 50%.

Supervisory Responsibilities: None.

Key Working Relationships:

Internal: CRS DRC Country Representative, Head of Programming, Chief of Party, Deputy Chief of Party, Operations Manager, MEAL PM II

External: USAID, consortium/project partner staff, and other related government authorities and stakeholders.

QUALIFICATIONS

Basic Qualifications:

  • Master's Degree in Disability inclusion, International Development, International Relations or relevant field required.
  • Minimum of five, six preferred, years’ relevant international working experience in an advisory or management role with progressive responsibilities, ideally with an international NGO, with minimum of four years working for programming interventions in disability inclusion.
  • Previous experience providing technical assistance and developing successful proposals for external donor funding is required.
  • Demonstrated application of technical principles and concepts in disability inclusion. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
  • Experience in mentoring, coaching, facilitation and training applying adult learning principles and practices.
  • Experience with program monitoring and evaluation, including applying data collection tools and methodologies, data analysis, and data presentation.
  • Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
  • Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.
  • Strong skills in workforce development, skills training, or community development.
  • Experience working in the area of disability inclusive education in low and middle income countries preferred.
  • Strong written and expressive communication skills.
  • S/he must have a minimum of 4 to 6 years of experience in programs that have a disability focus.
