Overview:

The Monitoring, Evaluation and Coordination Contract (MECC) Project at IBTCI has been tasked by USAID with conducting an assessment of USAID’s progress towards combating wildlife trafficking. USAID requires an analysis of strategic options for strengthening efforts in Combating Wildlife Trafficking (CWT) to inform the development of the Regional Development Cooperation Strategy (RDCS) and the design of future interventions of the Central Africa Regional Program for the Environment (CARPE). The analysis will inform CARPE’s Goal, Development Objectives, and Intermediate and Sub-Intermediate Results, and provide recommendations in better incorporating CWT into project design and implementation, and Collaboration, Learning and Adapting (CLA).

The Sr. Wildlife Law Enforcement Expert will work with the National Wildlife and Legal Expert to design assessment and data collection tools, conduct interviews and focus group discussions, analyze data, and draft an assessment report centered on USAID’s service delivery and coordination with selected Government of the Democratic Republic of the Congo (GDRC) entities, civil society and private sector actors. This consultancy is expected to begin in February 2020 and will require part time work for a 4 month duration.

Please note that the DRC has a security threat level of 5. The incumbent will need to follow the advice of his/her security advisor(s) and must have added awareness of his/her surroundings.

Responsibilities

Using your expertise and subject matter skills, perform assigned tasks on specific task orders and/or contracts. Tasks could include, but are not limited to:

Scope of Work:

  • Provide technical expertise in wildlife trafficking law enforcement at all stages of the assessment to include:
    • Tool Development
    • Inception Report
    • Kick-off Meeting with relevant USAID/DRC Staff
    • Revised Inception Report
    • Data Collection
    • Data Analysis
    • Mission-wide out-brief presentation/discussion
    • Preliminary Draft Report
    • Final Analysis Report
  • Draft the assessment report, including recommendations, and below report requirements:
    • Review the legislative frameworks for wildlife protection and wildlife crimes.
    • Assess the constraints preventing agencies.
    • Assess weakness and constraints in prevention of illegal trafficking of wildlife and wildlife products through border controls at major airports, ports and land crossing points.
    • Review the role, achievements and potential of civil society organizations
    • Assess the potential for increasing the effectiveness of the judiciary in prosecuting wildlife crime and recommend priority actions for USAID and other USG agencies in addressing this, addressing both corruption and technical abilities.
  • Review existing actors, organizations, and networks for regional and international cooperation between countries in CWT and identify other potential new mechanisms. Prepare and present key findings and recommendations to USAID and other selected stakeholders
  • Other duties as assigned.

  • Must be able and willing to be mobile and agile at a moment’s notice in case of an emergency.

  • In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.

Serve in the above consultant capacity to support the IBTCI technical practice of Crisis, Conflict & Governance.

  • This position does not authorize/require the consultant to directly communicate with IBTCI clients.
  • This position does not authorize/require the consultant to have decision making authority on final work product.

Qualifications

Preferred Knowledge, Skills and Abilities:

  • Knowledge about USAID programming policy implementation.
  • Cultural sensitivity and ability to work in a cross-cultural team.
  • At least 5 years’ experience working in countries of Africa
  • Verbal and written fluency in French

Minimum Requirements:

  • At least 10 years’ experience in international work involving wildlife trafficking in countries with low capacity and high corruption
  • At least two to three years of experience working on USAID-funded projects
  • Demonstrated expertise wildlife trafficking and law enforcement internationally
  • Demonstrated ability to produce and edit reports and technical documents.
  • Familiarity with standard/office IT applications.
  • Verbal and written proficiency in English.

Education: Bachelors degree or Bachelors of Science required; Masters degree preferred.

Supervisory Responsibilities: This position does not have supervisory responsibilities.

Physical Requirements: This position requires the incumbent to be mobile and agile at a moment’s notice in case of emergency. This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Travel: Position is based in Kinshasa, DRC with possible travel to additional DRC provinces. International travel may be required and may include travel to fragile or conflict prone zones.
