Organisation Background:
Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training.
INSO provides daily support to more than 1000 NGOs operating in 16 of the world’s most insecure countries.
INSO is registered in the Netherlands with its headquarters based in The Hague, the international city of peace and justice.
INSO Great Lakes
The Great Lakes falls under INSO’s East Africa Region. Since September 2022, INSO has been working to support the humanitarian community working on the response to the Democratic Republic of Congo (DR Congo) crises and their influence on the Great Lakes region. Interventions have been made in support of members of NGO forums in Uganda and DR Congo. INSO would like to share a greater analysis of regional dynamics and their impact with our partners.
Job Summary
As the Regional Analyst, you will be responsible for complementing INSO's existing products and services by assessing broader regional and international trends, such as contextual developments or actor dynamics that have a specific impact on humanitarian security and access in the region. You will deliver a suite a of products and support the Country Director during briefings and meetings. This position is based in Goma, Democratic Republic of Congo and falls under the supervision of the Regional Director while working in close collaboration with the Analysis & Research Team at Headquarters. Please note that this position is pending funding.
Major Responsibilities
Service Delivery
- Prepare and produce reports that assist NGO partners by assessing prevalent regional conflict dynamics and their impact on humanitarian safety and access.
- Manage and deliver ad-hoc products on emerging regional challenges to humanitarian safety and access.
- Contribute to other country office products and inform decision-making at the regional level.
- Offer a responsive, tailored analysis service directly to INSO’s NGO partners upon their request.
- Convene and contribute to regional NGO coordination meetings and fora with humanitarian counterparts to discuss regional safety and access.
Program Development
- Monitor regional developments through a diverse range of sources, such as NGOs, the UN, civil society organisations, research institutes and media outlets.
- Cultivate an active network of contacts within the broader humanitarian community as well as other relevant stakeholders for information sharing, analytical exchanges and coordination.
- Liaise and coordinate with INSO’s Analysis & Research Team to enable analytical capacity building in the country office.
- Effectively represent and protect INSO’s principles of independence, impartiality and neutrality as well as actively promoting INSO within the humanitarian community.
Requirements
- Exemplary command of English required; professional fluency in French desired
- Graduate-level education in political science, history, or humanitarian studies, or a related field, or equivalent work experience
- Proven ability to provide operationally relevant analysis to a wide-ranging audience
- A minimum of three years of work experience in an analytical capacity preferably working on conflict or post-conflict contexts
- Experience working in NGOs, international organisations, consultancy, or journalism
- Acceptance and strong understanding of humanitarian principles
- Demonstrable understanding of humanitarian safety practices and their application
- Excellent networking, diplomatic, and representative communication skills

- Experience delivering a partner-focused advisory service
- Experience design and delivering products based on close partner engagement
- Existing regional experience and/or information networks
- Experience in insecure/conflict-affected environments
- Experience in staff capacity development and training

Terms & Conditions
12-month contract based in Goma, DR Congo. €4,550 per month salary, housing in shared guest house, 4 calendar days annual leave per month, 7 calendar days R&R every 2 months with €1250 each R&R cycle, global medical coverage (excluding USA) and $200,000 AD&D coverage.
