Oxfam has been present in the Democratic Republic of Congo since the early 1960s. Currently, Oxfam has a coordination office in Kinshasa and works in seven provinces: Ituri, North Kivu, South Kivu, Maniema, Haut-Katanga, Haut-Lomami, Tanganyika and Equateur. Oxfam has a Goma-based and mobile rapid response team which implements emergency food security and WASH interventions. It can operate throughout the country under the supervision of the Humanitarian Program Manager. The Oxfam Country Director, Program Director and Humanitarian Coordinator work together to build synergies and continuity between humanitarian and development’s activities. Oxfam's programs focus on the WaSH, food security, livelihoods and protection from both humanitarian and development perspectives.
Oxfam’s humanitarian response plan for North Kivu and Ituri focuses on lifesaving as well as resilience programming. The latter gives the opportunity to work with local partners as well as relevant government agencies. The actions will be inclusive and ensure equitable representation of communities and support mechanisms in a post EVD context.
This position will lead Oxfam’s Community Engagement and Public Health work including the design, implementation and adaptation of community-level response activities within an assigned geographically area. The CE-PHP Team leader will be responsible for ensuring that all activities (including health promotion, WASH and Gender and Protection mainstreaming) serve Oxfam’s main purpose of building trust with communities have in the health services and in the response. This entails a strong focus on community level analysis, working closely with protection and gender experts to design and adapt community outreach and dialogue.
She/He will be required to participate in external coordination fora to raise community’s concern and find joint and culturally appropriate solutions in strengthening community’s role in the outbreak response.
Develop, capacity build and lead a vibrant CE-PHP team, lead an integrated response with the health promotion, engineering and cross cutting sectoral teams such as advocacy, protection and gender.
