CONTEXT AND BACKGROUND :

With 27.3 million highly food-insecure people, DRC is the largest food security crisis in the world in absolute numbers. The Democratic Republic of the Congo (DRC) has the highest estimated number of food-insecure people worldwide, with 27.3 million people who are food insecure between February and July 2021, representing about 28% of analysed population. Of this figure, 20.5 million people are facing “crisis” levels (IPC Phase 3) and 6.7 million people are facing “emergency” levels (IPC Phase 4) of food insecurity. An additional 41 million people are in a “stressed” state with high risk of slipping into food insecurity. Humanitarian actors continue their assistance operations despite the difficulties of access and insecurity in several provinces of the country; following the crisis in the East, WFP has scaled up its operation in 2022 despite funding challenges.

JOB PURPUSE

The position is based in Kinshasa, DRC and reports to the Head of Programme. The incumbent will work in close coordination with other programme colleagues and Sub-Offices to make sure that Activity 1 of the CSP on Emergency assistance is well managed according to needs and resources available. More specifically, the Emergency Coordinator will plan and lead the emergency response in the DRC Country Office, supporting Operations and Programme colleagues with a focus on in-kind modality. He will guide emergency operations, support with implementation and overcome constraints to deliver WFP’s emergency response in the field, including the overall coherence with other Activities implemented in the Country Office.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Assess emerging requirements in consultation with Programme, Operations and Heads of Field Offices and the feasibility of incorporating it in the emergency response, as determined by the humanitarian situation and needs, government and partner capacity, national government and donor support and considering risks to WFP.
  2. Ensure effective contingency planning as determined necessary.
  3. Oversee effective operational mobilisation, coordination and management of risks to WFP, its staff and beneficiaries.
  4. Support the establishment of any field-level agreements (FLA) with partners, work plans and staffing plans for the emergency response.
  5. Ensure WFP meets corporate Operational Information Management requirements at the country level in accordance with the endorsed information management flow; monitoring the national emergency security situation and support Programme and Operations Teams to develop appropriate responses;
  6. Where appropriate, build capacity of WFP, cooperating partner(s) and counterpart staff through field missions and online support.
  7. Ensure necessary preparedness actions such as early warning, risk analysis/management and contingency planning are undertaken, in coordination with Programme Unit, periodically monitored, updated and reported in a timely manner.
  8. Conduct field visits, assess gaps and assist in applying appropriate solutions.
  9. Participate in Inter-Agency Working Groups/Task Forces as assigned by the HoP/DCD Operations.
  10. Any other tasks assigned.

ESSENTIAL QUALIFICATIONS & EXPERIENCE:

Education :

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience :

Eight (8) years of relevant progressively responsible experience in the field of humanitarian assistance, in various field locations, including direct relevant experience in Operations Management activities at Country Office/Field Offices.

Knowledge & Skills :

  • Has led team in strategic discussions.
  • Proven experience in leading, motivating and developing high-performing teams.
  • Has participated in design and implementation of WFP programmes focusing in food security.
  • Ability to quickly develop and cultivate networks and partnerships with internal and external stakeholders.
  • Driven to continuously improve processes, systems and products expected from the unit.

Languages :

International Professional: Fluency (level C) in English and French language.
