Role & Responsibilities

The Programme Funding Manager (PFM) has delegated responsibility for researching new funding sources, preparing specific bids, proposals and reports for submission to institutional donors as well as donor relationship management and maintenance of appropriate information systems. Providing strategic support, monitoring, review and evaluation of all aspects of Medair programmes, the Programme Funding Manager plays a key role in grant coordination.

Project Overview

Emergency health projects targeting displaced, war affected and vulnerable populations in Eastern Congo. WASH interventions in health centres and as part of a health emergency response. Opening humanitarian access to remote areas to facilitate referrals, programme operations and access to market.

Field based position in Kinshasa/Goma, DR Congo.

Key Activity Areas

Donor Relations Management

  • Support the Country Director in maintaining efficient donor relationship management (e.g. providing appropriate and timely feedback to ensure they are fully informed of project progress and success) with all new and existing
  • Administer the drafting and presentation of all new concept notes, proposals, and associated budgets, in collaboration with the relevant senior field managers and HQ staff.
  • Maintain current analysis of institutional donor humanitarian policy and practice, trends and funding opportunities as well as general context based on all discussions at Kinshasa
  • Coordinate with partners to agree content of new funding proposals, and ensuring partners are aware of donor requirements and their obligations towards these, and that appropriate systems, including financial and monitoring and evaluation systems, are in
  • Maintain and regularly update a database of all potential in country donors for DRC and update to DRC management staff and Programme Officers on donor strategies, geographical and thematic priorities, future calls and requirements for applications

Humanitarian Coordination

  • In general, participate to all forums of coordination where general or technical information is shared (i.e. HAG, UNOCHA, CD… meetings, workshops…)

Official representation

  • Oversee work of LO in dealings with the national government in particular in keeping tabs on the renewal of different official documents: i.e. work visas, official ministries paperwork…
  • Maintain official contacts with different embassies where Medair staff is registered (e.g. French, Swiss, British, etc.) and attend official receptions

Communication

  • Ensuring best practice is communicated, followed & shared in all grants management in country programme
  • With CD & DCD develop, network and maintain good relations with in-country representatives of relevant stakeholders (e.g. institutional donors or private donor organisations) in order to secure the presence of Medair in the country

  • Link up with Reginal Communication Manager to maximize right material production, timeline and audience

Programme and Quality Management

  • Work with CD, DCD, and HQ staff to develop and implement a relevant & sustainable country strategy in line with the main priorities of national documents such as the Humanitarian Response Plan (HRP) developed by OCHA
  • Ensure relevant technical guidelines are considered during proposal writing
  • Regular field trips (N. Kivu & Ituri) either alone or alongside other Medair personnel
  • Regularly assess, provide feedback & recommendations on programmes quality, interventions during field visits…
  • Participate to monitoring and evaluation of programme activities and outputs, implementing corrective actions based on important points of discussion at national level
  • Could be led to step-in as replacement for PC/PSM types of positions

Grant Management

  • Prepare institutional donor proposals and reports, in consultation with other senior field managers and HQ staff, enabling all donor requirements and deadlines are met. Represent Medair at country-level meetings with donors, as required
  • Maintain an overview of country programme’s relationships and funding from key institutional donors (i.e. SDC, BHA, DFID, ECHO, UN agencies…), providing analysis & information to senior management
  • Liaising with Institutional Donor Relations, Finance & Communications, Fundraising teams in HQ to coordinate and consolidate the preparation of timely narrative and financial reports for donors
  • Establish & maintain appropriate systems, procedures to ensure compliance w/donor contracts & requirements
  • Manage donor writing & submitting reports process, liaise w/ other staff, ensure all requirements & deadlines are met

Quality Management

  • Responsible for project implementation to meet institutional donor requirements and in accordance with Medair, donor, country and international standards e.g. Sphere and HAP standards, WHO recommendations,
  • Ensure applications & reports comply to high standard, guidelines, deadlines, contracts, donor needs & requests
  • Action relevant advice from HQ regarding institutional donor project quality, strategy and technical

Qualifications

  • University degree in relevant subject (Mgmt, Business Admin, Devt Studies) or relevant technical subject
  • Excellent English (spoken and written)

Experience

  • 1 year post-qualification experience in a complex humanitarian emergency
  • Computer literate with good working knowledge of Microsoft Excel, Word and Outlook
  • Excellent interpersonal, communication, networking skills (incl. ability to develop & manage effective donor relationships)
  • Proven ability to work with people from a range of cultural, social, ethnic backgrounds and with different skills.
  • Capacity to work under pressure and manage personal stress levels, advanced planning, assessment and analytical skills
  • Creative, open-minded, flexible, self- learner
  • Able to cope with basic living conditions in the field and during field trips
  • Numerate and able to understand and work with project budgets, financial reports and financial management systems
  • Proven and successful report and proposal writing skills
  • Good negotiation and networking skills M&E experience
  • Experience of maintaining grant management systems

All new deploying international staff to Medair’s country programmes (and other roles which require field travel) should be fully vaccinated with a WHO-approved COVID vaccine, supported with a COVID vaccination certificate as evidence.
