Scope of Work for M&E consultant on the Mapping for Health in DRC project
Flowminder is seeking a M&E consultant who will be working across the organisation and with its partners to develop and manage processes, as well as collect information, which will ensure that the impact of the Mapping for Health in DRC work is identified and measured.
The Mapping for Health in DRC project aims to strengthen the effectiveness and equity of vaccination interventions in the Democratic Republic of the Congo (DRC) through the provision of technical assistance for the development of micro-plans, and harmonised and integrated spatial demographic and health data. Mapping for Health in DRC is led by the Ministry of Health (MoH) in the DRC, supported by Flowminder and the Center for International Earth Science Information Network at Columbia University (CIESIN), and in collaboration with the WorldPop research group at the University of Southampton (UoS) and their partners. Mapping for Health in DRC is a continuation of previous work conducted and/or supported in the DRC by the Geo-Referenced Infrastructure and Demographic Data for Development (GRID3) programme.
Description of services required
Design, oversee, and conduct analysis of baseline, midline and endline studies
Design and implement / integrate M&E tracking tools, and deliver allied training
Design and deliver M&E training (including production of all training materials)
Report writing
Oral presentations of progress and results
Participate in project meetings as required
Period performance
60 days (negotiable) between September 2020 and August 2021
Education:
Advanced degree in a relevant discipline ( evaluation science, epidemiology, statistics, public policy, social sciences, or other related degree); (essential).
Advanced training in intervention / policy evaluation methods (essential)
Knowledge of international capacity building / capacity development fields (essential).
Knowledge of gender equity and/or immunisation fields (desirable);
Work Experience:
A minimum of 5 years of demonstrable experience leading the design, and implementation of monitoring and evaluation programmes in one or more Sub-Saharan African country/ies; (essential).
Familiarity with M&E designs and considerations for training and capacity building projects
Excellent command of monitoring and evaluation theory and methods; (essential).
Experience of implementing and managing a rigorous M&E system, including developing and refining performance monitoring plans; (essential).
Track record of working effectively in an international and interdisciplinary team environment, across multiple organisations; (essential).
Skills/Competencies:
Knowledge of international standards and guidelines for design of M&E data collection instruments and procedures, s to ensure accurate data collection and verification; (essential).
Knowledge of international research ethics standards and guidelines (essential).
Advanced analytical skills; (essential).
Excellent organisational, verbal and written communication skills to manage project communications disseminate project information, and strategic decision-making in programme implementation (essential).
Advanced skills in at least one advanced statistical analysis package (STATA, MPLUS, R) (essential)
Ability to actively listen and facilitate solutions to complex challenges (essential).
Excellent skills in MS Excel, Word, PowerPoint (essential).
Languages:
Fluency in written and spoken English and French (essential).
Additional information
Whilst the project is taking place in Democratic Republic of the Congo, Flowminder’s team is based in Southampton (United Kingdom) and Geneva (Switzerland). The work is being done in collaboration with partners in the U.S and DRC. The consultant can be based remotely, though consultants based within the DRC will be preferred.
Occasional travel to Europe (UK, Switzerland) may be necessary. Reasonable travel costs will be reimbursed in line with Flowminder Travel Expenses Policy.
