Title: Monitoring and Evaluation Officer, Perennial Malaria Chemoprevention

The Malaria and Neglected Tropical Diseases Program, as a leader in the effort to end malaria- related illness and death, refines and develops tools and approaches, supports national programs, and gathers evidence and data to enable national governments to pursue malaria elimination.

PATH is recruiting a Monitoring and Evaluation officer for an implementation project of perennial malaria chemoprevention (PMC), previously known as IPTi, in the Democratic Republic of Congo (DRC). This is a GiveWell-funded project. A successful candidate will contribute to the development and strengthening of the evaluation and project’s implementation strategies based on the effective use of data, and for coordinating the project’s reporting function in line with deliverable and other requirements.

Specific responsibilities include:

  • Lead the implementation of the project’s M&E plan for a 2-year investment including:

1. developing data collection tools, supporting use of DHIS2 tracker and other relevant data collection applications, data visualization and analysis.
2. leading the development of a data system to store project related data assets.
3. providing overall technical guidance on the implementation of the project data collection and monitoring and evaluation system.
4. supporting the establishment of strong data management, use and sharing practices related to data collection, entry, processing, storage, and security.
5. generating routine reports, dashboards for internal project monitoring, and continuous quality improvement.

  • In collaboration with the provincial coordinator and the PATH M&E manager, document learnings, facilitate dissemination of project findings including technical input into written materials and communication with key partners.
  • Provide leadership to implement benchmarks for centering equity and gender in project work and operations.
  • Monitor the performance and timing of the M&E plan activities.
  • Oversee data collection and monitoring activities in project health zones and provide troubleshooting for data collection and reporting issues.
  • Use DHIS2/HMIS data to produce monthly, quarterly, and other reports to inform progress toward end of project targets.
  • Liaise with the Ministry of Health HMIS team on the development of the DHIS2 patient tracker instance or any other relevant digital tool.
  • Develop and maintain relationships with key stakeholders such as MOH, implementing partners, academic institutions, and donors in monitoring and evaluation.
  • Undertake travel at the health zone and facility levels up to 30-40% of the time for data quality assurance (coaching/supportive supervision) and control (r-DQA)  as assigned.
  • Build the capacity of team’s members on the project M&E approaches and specific tools.
  • Set up weekly site monitoring meeting to anticipate corrective actions!
  • Set up a platform (online and face-to-face) for sharing experience and lessons learned on the implementation of PMC (including data management), between health zones/facilities.
  • Set up the systematic internal quarterly project performance review and lesson learned meeting.
  • Support the implementation and supervision of the evaluation research activities (household surveys, case-control study, etc)

Required Skills and Experience

 

  • Minimum of a master’s degree in health informatics, public policy, public health, data science, or related field.
  • Minimum 5-7 years of experience providing technical, epidemiological research and operational support in monitoring and evaluation for the private or not-for-profit health sectors.
  • Demonstrated ability to own project output.
  • Demonstrated ability to balance conceptual work, requirements to execute and to meet deadlines.
  • Outstanding analytical skills with proficiency to work on highly complex problems without extensive structural or operational support. Proficiency in common data analyses tools (e.g. MS Excel, STATA, SPSS, R, Python, etc.)
  • Demonstrated ability to translate analyses into compelling visual/written materials for a variety of audiences, including donors, government, and corporate audiences locally, regionally, and globally.
  • Demonstrated ability to work in a fast-paced environment across multiple time zones and manage competing priorities.
  • Strong communication skills and experience working in a highly collaborative environment as part of a cross-disciplinary and cross-cultural team.
  • Excellent oral and written English communication skills; demonstrated representational experience in professional and global fora.
  • Experience incorporating gender equality in monitoring and project evaluation preferred.
  • Knowledge of public health in low- and middle-income countries is strongly preferred.
  • Ability to travel up to 30-40% of the time.
  • Fluency in written and oral English and French is required.

This position does not attract international terms and conditions. The post holder will be considered as a local staff and will not have international terms and conditions of employment.

Applicants considered for this position are to be DRC nationals. This position is based in Kisantu. Candidates outside of Kisantu will be responsible for their relocation expenses.
