With 25 million people in need, the DR Congo is one of the largest humanitarian and protection crises in the world. Conflict continues to cause millions to flee their homes. Food insecurity is on the rise and the COVID-19 is producing increased challenges for the people of DR Congo with the secondary impact putting an even greater strain on the most vulnerable.

DR Congo is NRC’s largest operation in Central and West Africa, with programmes in Petit Nord Kivu, Grand Nord Kivu, Sud Kivu, Ituri, Kasai, and Tanganyika and a team of over 400 dedicated humanitarian workers. In 2019, NRC’s teams assisted over 600,000 people through a multi-sectoral response across the displacement cycle. NRC runs a large market-based emergency response, in addition to a range of rights-based programmes to promote stability and pathways to durable solutions. NRC in DR Congo is piloting a Humanitarian Mediation Programme that seeks to explore new ways to prevent people from being forced to flee.

Roles and Responsibilities

  1. Responsible to develop the CO monitoring, evaluation and learning strategy, responding to contextual challenges but also ensuring alignment with the regional strategy and global M&E framework, policy and strategy.
  2. Develop CO specific M&E SOPs responding to contextual challenges, according to NRC’s M&E minimum standards ensuring necessary resources
  3. Technical input to programme monitoring and evaluation plans, including methodological guidance and resource planning
  4. Ensuring the roll out and use of global and regional M&E developments at the CO level. Also leading new technical developments to respond to M&E needs in the context.
  5. Provide technical M&E support, guidelines and capacity building across the CO.
  6. Line manage CO M&E staff and capacity building for area office M&E staff
  7. Support HOP in setting up and implementing systems for tracking management responses
  8. Contribute to fundraising through ensuring robust TOCs, M&E plans, logframes, M&E activities, budgets and staffing are incorporated into programme and project proposals
  9. Managing the beneficiary and complaints feedback mechanism
  10. Provides technical support and advise to programme staff on methods and tools for needs assessments and other types of research
  11. Provide technical M&E guidance for innovation and technology for M&E and database management.
  12. Participate in country strategy development to ensure effective use of M&E data, and adequate M&E priorities

Qualifications

  • 5-7 years of demonstrated management experience in design, implementation, and oversight of monitoring, evaluation, and research for large to mid-scale international projects or programmes
  • Advanced degree in economics, research methods, social sciences or a related field
  • Technical competency and prior experience implementing various programme evaluation methodologies and approaches
  • Excellent analytic, communication, interpersonal, writing, collaboration, problem-solving, planning/organizing, and facilitation skills;
  • Advanced experience in qualitative and quantitative data analysis and tools
  • Fluency in spoken and written French. English will be an important asset.
  • Previous experience in NRC’s is an asset

What we Offer

12 Months of full-time contract

A Competitive salary and benefits according to International staff terms and conditions, including contributions to a pension fund

Grade: 9 in NRC's grade structure

Duty station: Goma, DR Congo with 30% travel to the field

Start date : 1 May 2021

An approved health certificate will be requested before the contract start!
