Mining Specialist Consultant
Short Term Consultant position based in Kinshasa
Terms of Reference
Background
The World Bank (WB) is seeking the services of a suitably qualified and experienced consultant (the Consultant) to provide in-country support to the WB mining programs in the Democratic Republic of Congo (DRC).
This includes support in the context of specific ongoing World Bank projects and other sector engagement:
Scope of work
The Consultant will assist Task Team Leaders (TTLs) in:
- facilitating the implementation of the above-mentioned projects;
- contributing to the policy dialogue with the Government on mining, transparency and governance issues;
- ensuring effective coordination with Government, civil society organizations, mining companies and donor partners;
- providing effective coordination with other WB teams, including safeguards and fiduciary colleagues;
- ensuring good coordination between the Energy and Extractives Global Practice and the Country Unit in Kinshasa.
Deliverables
The Consultant is expected to deliver:
- regular information updates on sector developments in DRC;
- effective input to mission agenda and aide-memoires;
- short reports/summaries after participation in sector events or meetings;
- contributions to internal briefings and presentations;
- reviews of analytical works;
- etc.
Location
The Consultant will be based at the World Bank Office in Kinshasa. He/she may travel in DRC and/or internationally depending on needs, in close coordination with the TTL and the CMU, and with PM’s approval.
Timeline
The term for this initial contract would start on March 1st, 2023 and end on June 30th, 2023. Extension of the contract to the next fiscal year (after July 1st) is expected but will depend on both the needs and satisfactory performance.
Fees
The services will require an estimate of 50 days of work at a daily fee that will be determined in accordance with WB remuneration policies and salary scales for Short Term Consultants (STC).
Qualification
The Consultant should have:
- a Master equivalent degree in Geosciences, Mining Engineering, Mineral Law, Mineral Economics, or a related area;
- a minimum of ten years of professional experience in most of the following areas: mining sector management, including artisanal mining; transparency and governance mechanisms (EITI, certification processes etc.), public sector management, capacity building and/or institutional development in mining;
- experience in DRC and ideally with Government/administration;
- previous experience in World Bank project management and operational support, or another donor/organization with similar processes pertaining to information management systems, policies, safeguards policies, procurement and/or financial management;
- excellent writing and speaking skills in both French and in English (a sample of the candidate’s writing capabilities may be requested).
