Over the past two years, NCA has established new agreements with UN Pooled Fund and UNICEF, as well as the Swiss Development Cooperation. NCA is actively looking to expand its donor base even further to potentially also include the EU/ECHO, USAID/OFDA and bilateral donors like the Swedish Embassy. Because of this, NCA currently has a 6-month position as Grants and Compliance Advisor in the DRC. In this position you will follow up and oversee NCA’s, as well as our partners, compliance with financial and procurement procedures, narrative/financial reporting, and supervision of compliance with NCA’s sustainability standards (CHS).
In this role, we are looking for someone who can help us with the oversight of requirements linked to the different donor agreements. You will ensure that the programme, finance and logistics teams respond within deadlines, help identify suitable reporting formats and assist in planning reporting and compliance processes with the staff, by quality assuring the final product before submitting to donors. The Grant and Compliance Advisor will work in close cooperation with the department managers and the Programme Manager. The person should also assist the country director in identifying gaps and needs linked to compliance and propose necessary training and capacity strengthening when needed.
Due to the limited implementation time, we are hoping that the Grant and Compliance Manager has experience with NCA programme/project management routines, is familiar with NCA’s key donors, and speaks and writes fluent French. This assignment is linked to the duty station, which will be the sub-office in Goma which is the provincial capital of North Kivu province. Most of the staff are currently based in the NCA Country Office, which is located in Bukavu, the provincial capital of South Kivu province. There are currently 5 NCA staff stationed in Goma.
The Grant and Compliance Advisor will report to the Country Director and will be included in the SMT meetings when deemed necessary and beneficial. We encourage you to apply as soon as possible as we will evaluate candidates on a continual basis.
In accordance with core humanitarian principles, NCA implements a range of safeguards to prevent or reduce the possibility of humanitarian aid falling into the wrong hands. This includes those individuals and groups who are subject to sanctions by the United Nations Security Council. As part of this process, NCA will screen the details of the successful candidates for this post against the sanctions lists maintained by the UN and by some of NCAs governmental donors.
