Project Summary:
This three-year USAID Central Africa Regional Third Party Monitoring (CART) project will establish independent, impartial, timely, responsive, contextualized, and forward-looking third party monitoring (TPM) and operational support services. CART will provide a comprehensive range of verification and outcome monitoring, and learning services that will increase FFP's and its implementing partners' (IP) understanding of the outputs, outcomes, progress, challenges, successes, results, and lessons learned for both emergency and non-emergency activities within CAR, DRC and ROC. This project seeks to improve FFP's capability to utilize humanitarian assistance resources to ameliorate the drivers of poverty and malnutrition characterized by complex emergencies within the region.

Position Summary:
The GIS Specialist will create and maintain data and maps that can be combined with geographically referenced data.
Responsibilities:
Produce GIS products/analysis based on CART management and USAID specifications
Compile/gather, analyze, create and update spatial data layers
Process Satellite/Aerial Imagery using Remote Sensing Technologies, i.e., geo-referencing, image processing and analysis and feature extraction
Produce land cover/land use maps
Provide support and recommendations to and implementation of GIS best practices on Monitoring and Evaluation Systems in place
Meet with users to define data needs, project requirements, required outputs, or to develop GIS products
Conduct research to locate and obtain existing databases
Compile geographic data from a variety of sources including censuses, field observation, satellite imagery, aerial photographs, and existing maps
Analyze spatial data to incorporate into documents and reports
Analyze geographic relationships among varying types of data
Prepare metadata and other documentation
Operate and maintain GIS system hardware, software and plotter
Perform other duties as assigned by the management
Qualifications:
Bachelor's degree in Computer Science, Geography, Spatial Sciences or GIS required
Minimum of three years of relevant experience
Strong knowledge in Geographic Information Systems
Remote Sensing Experience will be preferred
Basic knowledge of GIS applications development will be preferred
Experience in GIS consulting, program development, and implementation with international field experience required
Proficiency in Esri software, proficiency in QGIS or alternate open source GIS preferred
Experience with image processing software packages preferred
Experience using mobile data collection applications for mapping purposes
Experience in web cartography across multiple web mapping platforms, and experience with other non-spatial database systems
Experience training non-specialist staff on the uses of mobile data collection, GPS, GIS, and RS in support of project objectives
Knowledge of international development projects, particularly USAID-funded initiatives
Fluency in French required
Advanced-level English preferred
