Overview:
The Monitoring, Evaluation, and Coordination Contract (MECC) project at IBTCI has been tasked by USAID with conducting a comprehensive and cross-cutting national gender assessment to support the design of the Mission’s new Country Development Cooperation Strategy (CDCS).
IBTCI is seeking a Gender Specialist to: 1) Identify gender-related opportunities, constraints, gaps, and potential approaches to increase gender equity and access to development outcomes for men and women, boys and girls, 2) Identify and assess broader systemic and structural issues within the DRC, including the Government of DRC (GDRC) gender-related policies and programs, 3) Identify the gender dimensions and drivers of conflict in the eastern DRC, 4) Identify gender-based constraints to equitable participation and access of men and women, boys and girls to services in USAID/DRC integrating programming approach including agriculture, private sector development, natural resources management, basic education, population, maternal health, HIV/AIDs, democracy and governance, and conflict response, and 5) Analyze how deeply embedded traditional customs, stereotypes, power relationships and balances, domestic workload and responsibility shared within the household, and masculinity considerations can have a negative impact on USAID programs and how USAID programs can positively influence them. This consultancy is expected to begin in January 2020 and will be about 4-5 months in duration.

Preferred Knowledge, Skills and Abilities:
Minimum Requirements:
Education: Master’s degree or equivalent work experience in Public Policy, Gender Studies, International Development, Political Science, International Relations, or related field.
Supervisory Responsibilities:This position does not have supervisory responsibilities.
Physical Requirements: This position requires the incumbent to be mobile and agile at moment’s notice in case of emergency. This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Travel: Position is based in Kinshasa with possible travel to provinces. International travel may be required and may include travel to fragile and/or conflict-prone zones.
