Gender Assessment Team Leader 

International Business & Technical Consultants, Inc. (IBTCI), a U.S. based international development consulting company established in 1987, has worked in over one hundred countries and implemented over three hundred projects.  IBTCI serves government agencies, private sector companies and several donor agencies.  IBTCI specializes in Monitoring & Evaluation (M&E) across many sectors including, but not limited to, conflict and crisis, democracy and governance, economic growth, education, environment, and global health.

The Monitoring, Evaluation, and Coordination Contract (MECC) project at IBTCI has been tasked by USAID with conducting a comprehensive and cross-cutting national gender assessment to support the design of the Mission’s new Country Development Cooperation Strategy (CDCS).

IBTCI is seeking a Gender Specialist to: 1) Identify gender-related opportunities, constraints, gaps, and potential approaches to increase gender equity and access to development outcomes for men and women, boys and girls, 2) Identify and assess broader systemic and structural issues within the DRC, including the Government of DRC (GDRC) gender-related policies and programs, 3) Identify the gender dimensions and drivers of conflict in the eastern DRC, 4) Identify gender-based constraints to equitable participation and access of men and women, boys and girls to services in USAID/DRC integrating programming approach including agriculture, private sector development, natural resources management, basic education, population, maternal health, HIV/AIDs, democracy and governance, and conflict response, and 5) Analyze how deeply embedded traditional customs, stereotypes, power relationships and balances, domestic workload and responsibility shared within the household, and masculinity considerations can have a negative impact on USAID programs and how USAID programs can positively influence them. This consultancy is expected to begin in January 2020 and will be about 4-5 months in duration.

Please note that the DRC has a security threat level of 5. The incumbent will need to follow the advice of his/her security advisor(s) and must have added awareness of his/her surroundings.

Responsibilities:

Using your expertise and subject matter skills, contribute tasks on specific task orders and/or contracts. Tasks could include, but are not limited to:

Scope of Work:  

  • Lead the development of the assessment plan, including the assessment workplan and milestones for the various stages of the assessment.
  • Lead and finalize the assessment design, including conducting a literature review, the development of data collection tools, and data analysis plan.
  • Lead and oversee data collection.
  • Lead data analysis.
  • Draft Assessment report and incorporate client feedback for final report.
  • Prepare and present (orally and via powerpoint) findings and recommendations to USAIDand otherselected stakeholders.
  • Participate in discussions and interviews with key donors, NGOs active in gender-related areas, and GDRC and USAID officials.
  • Participate at site visits to project activities.
  • Other duties as assigned.
  • Must be able and willing to be mobile and agile at a moment’s notice in case of an emergency.
  • In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.
  • Serve in the above consultant capacity to support the IBTCI technical practice of Crisis, Conflict & Governance.
  • This position does not authorize/require the consultant to directly communicate with IBTCI clients.
  • This position does not authorize/require the consultant to have decision making authority on final work product.

Preferred Knowledge, Skills and Abilities:

  • Knowledge about USAID gender programming policy and analysis requirements.
  • Cultural sensitivity and ability to work in a cross-cultural team.
  • Demonstrated expertise in the use of social science qualitative and/or quantitative research methods in the collection and analysis of data.
  • Significant experience working with international donor-funded activities, particularly in USG strategic and activity planning.

Minimum Requirements:

  • At least 10 years of experience in international development.
  • Five years of demonstrated experience in gender programming, research and/or evaluation in developing countries.
  • Experience leading assessments/analysis of gender, including design, implementation and analysis.
  • Experience working in the DRC or Great Lakes region required.
  • Experience representing U.S. Government interests to outsider stakeholders, including implementing partners, the private sector, foreign donor organization, and host-government officials.
  • Demonstrated ability to produce and edit reports and technical documents.
  • Familiarity with standard/office IT applications
  • Verbal and written fluency in English and French.

Education: Master’s degree or equivalent work experience in Public Policy, Gender Studies, International Development, Political Science, International Relations, or related field.

Supervisory Responsibility:This position does not have supervisory responsibilities.

Physical Requirements:This position requires the incumbent to be mobile and agile at moment’s notice in case of emergency. This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Travel:Travel to Kinshasa, DRC is required. Travel to additional provinces in the DRC is possible.
