We are currently seeking qualified candidates for the position of: Gender Advisor for an anticipated education development opportunity. This position is based in Goma, Democratic Republic of the Congo.

Program Description:

The USAID/DRC Foundational Literacy for Improved Educational Resilience (FLIER) Activity will be a five-year project that will leverage USAID/DRC’s prior experience in supporting improved reading & literacy and social & emotional learning outcomes to ensure that all children ages 6-9 in select marginalized and under-served peri-urban and rural zones gain foundational literacy and social & emotional skills enabling them to function in school at a grade 2 level or above.

Position Description:

The Gender Advisor will ensure that project activities effectively integrate gender considerations and will mainstream the interests of vulnerable groups in project activities. He/she will develop a strategy that addresses how gender issues and social norms affect education practices and behaviors, and will consider the link between gender and conflict – i.e. how are gender relations affected by conflict and what are the resulting impacts on education. The Gender Advisor will identify and support the integration of gender and socio-cultural issues throughout the project, including monitoring changing circumstances or new opportunities and incorporating them as they arise. He/she will support project management with recommendations for improving processes to achieve objectives; will contribute to the overall adaptive programming approach; and will play a key role in project work planning, learning, and reporting.

This is a full-time position based in Goma, DRC, for a duration of five years. DRC nationals are strongly encouraged to apply. Availability of the position is contingent upon successful award of the project to FHI 360. The anticipated start time is Spring 2020.

Key Responsibilities:

  • Provide technical leadership and guidance to the Chief of Party and field staff on inclusion and gender issues across all program areas.
  • Conduct gender analysis at program outset and develop program strategy to address gender as it relates to children’s well-being and education practices and behaviors.
  • Develop and deliver training to program staff, partners, and relevant stakeholders on inclusion-related issues, tools, and approaches, and conduct awareness raising initiatives.
  • Deliver technical assistance to stakeholders to build capacity around development of inclusive practices and policies.
  • Incorporate gender and inclusion approaches in all project activities, including research and data collection.
  • Work closely with the Chief of Party to develop and implement appropriate messaging plans.
  • Develop annual project work plans in collaboration with field staff and contribute inputs to all donor related reporting mechanisms.

Minimum Requirements:

  • Master’s degree in gender studies, social sciences, community development, peacebuilding, or other relevant field.
  • Minimum of 8 years of relevant professional experience managing and implementing development activities related to gender integration and inclusion.
  • Demonstrated ability to influence, motivate, and collaborate with others.
  • Experience with gender analysis highly desired, especially with a conflict-sensitive lens.
  • Excellent organizational and analytical skills.
  • Oral and written fluency in English and French.
  • Work experience on USAID or other donor programs preferred.
  • Familiarity on USAID’s approach to gender sensitivity and inclusion, including USAID’s Gender Equality and Female Empowerment policy, and ADS 205.
