Finance Officer, Integrated HIV/AIDS Project in Haut Katanga

PATH is seeking to recruit a Finance Officer for the U.S. Agency for International Development (USAID)-funded Integrated HIV/AIDS Project in Haut Katanga (IHAP-HK/L), based in Lubumbashi, and reporting to the IHAP-HK/L Deputy Chief of Party – Finance and Administration (DCOP-F&A).
The Finance Officer will provide critical support in monitoring, analyzing, and reporting the financial performance of the project. Under the guidance of the IHAP-HK/L DCOP-F&A, s/he will develop and manage budgets, improve financial operations, and monitor financial performance in accordance with approved work plan budgets. S/he will ensure compliance with budgetary, financial, and contractual requirements in accordance with PATH policies and procedures, USAID rules and regulations, and award terms and conditions.
Responsibilities:
- Support work plan budgeting and financial planning process.
- Perform analysis on project activities, including historical, current, and projected revenues and expenses, cash flow, budgets versus actuals, and variances.
- Track project activities to ensure that budget, project, and activity codes are correctly reflected on invoices.
- Provide guidance to technical staff on spending against workplan budget.
- Monitor work plan activities and keep the IHAP-HK/L DCOP-F&A and Washington DC team informed on situations that could negatively impact the financial performance of the project.
- Create and maintain financial report templates, monitoring tools, and activity budgets.
- Prepare quarterly budget projections and monthly funds requests.
- Support the preparation of funder financial reports, including PEPFAR expenditure analyses and USAID pipeline reports.
- Prepare consultant agreements, contracts, and work orders as requested by the IHAP-HK/L DCOP-F&A, including scopes of work, deliverables, and payment schedules.
- Support the review of subrecipient financial reports and follow up with any queries on unusual, unexplained, or unallowable costs.
- Identify and recommend cost efficiencies for program activities.
- Support audits and audit follow-up.
- Perform integrity, math, and compliance checks.
Required skills and experience:
- University degree in accounting, finance, business administration, financial management, or a related discipline.
- At least seven years of experience in finance required, with at least five years of experience in financial management on USAID-funded projects strongly preferred.
- Activity-based budgeting and PEPFAR Expenditure Analysis desirable.
- Knowledge of U.S. Federal rules and regulations for international assistance awards, including the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (“2 CFR 200”).
- Strong software skills including extensive experience with database, spreadsheet, and word processing tools, and other applications (Salesforce and Microsoft Office Suite desirable).
- Experience with automated general ledger systems (Business World desirable).
- Ability to analyze, evaluate and summarize financial records for accuracy and in accordance with applicable laws and regulations in the Democratic Republic of the Congo (DRC), PATH policies and procedures, and USAID rules and regulations.
- Ability to compose memos and other documents in an organized, logical, and concise manner, and with minimal errors.
- Ability to multitask and manage competing priorities.
- Strong math, analytical, and problem-solving skills, and excellent attention to detail.
- Ability to effectively communicate financial information to non-financial managers.
- Excellent written and spoken French; proficiency in written and spoken English preferred.
