Overseas Strategic Consulting, Ltd. is seeking qualified specialists for the anticipated USAID DRC Mission Strategic Support Program. The objectives of the anticipated program are to assist the USAID DRC Mission with strategy-, project-, and activity-level performance monitoring, evaluation, and learning including independent field-based monitoring, data quality assessments, data gathering and verification, impact and performance evaluations, assessments, collection of select country context indicators, organizational learning, and improving knowledge management across a range of sectors.
The Finance and Administration Director will provide project leadership for financial management and compliance, operations, grants management, and internal controls, in accordance with USAID and OSC guidance and regulations. S/he will manage the project’s accounting systems, budgeting, expenditure tracking, and financial reporting, including oversight of all subcontracts and grants. S/he will prepare and update budgets to ensure continuous alignment with project work plans and will be responsible for maintaining regular communication of budgetary resources and constraints to the Chief of Party and OSC Home Office. S/he will be responsible for preparing all monthly and quarterly reports, ensuring accuracy, timeliness, and consistency with USAID requirements. S/he will be responsible for developing and maintaining financial systems and procedures, readiness for audit, procurement, and subcontract burn rate monitoring. S/he should have demonstrated commitment to capacity building and training through mentorship of all finance and operations staff. S/he should have demonstrated broad management and team building experience; financial and technical grants management experience; knowledge of monitoring, evaluation, and learning projects; and experience in DRC.
