CONTEXT
Following the OCB (Operational Center of Brussels) networked OC statement in July 2020, the HR department started a reflection on how this resolution could be applied. At the same time, the decision to start the Field Recentralization project in the Central Africa Region brought the consideration of potential synergies. Both elements resulted in a decision to strategically delocalizing a Recruitment capacity and Development Advice and Mobility offer, in the Central Africa region. (Burundi, Cameroun, Central African Republic, Democratic Republic of Congo and Congo Brazzaville) to reinforce OCB’s HR answer to the regional and global operational needs. This Unit was launched in July 2022.
This HR Hub in the Central Africa region is now composed of 1 recruiter and 1 Development Advisor (DA). During 2023 the team will be completed with 1 Recruitment and marketing assistant, as well as 1 DA Officer.
The Development Advisor (DA) is a crucial partner of our staff throughout their MSF career, by supporting and planning our staff’s growth as professionals and individuals within the organization, and at the same time ensuring the needs of the organization are met. The DA also plays a pivotal role in staff engagement and sense of belonging to MSF.
RESPONSIBILITIES
FACILITATING INDIVIDUAL AND ORGANISATIONAL DEVELOPMENT
As the DA you are the reference point for all Central Africa regional mobile staff regarding their professional development within MSF and in general. You will:
- Encourage staff to reflect on their longer-term ambitions, motivation and commitment, strengths and improvement areas and translate this in career and development actions that create a win-win for our staff and the organization.
- Discuss, understand and enrich the development plan of staff. The added value of the DA will be in the:
- Coaching of staff
- Providing guidance in the means of development that MSF can offer
- Establishing concrete personalized plans
- Be a person of trust and maintain regular contact with OCB staff before, during and after assignments.
- Ensure enrollment procedures for staff in case of learning events, coaching, detachment…
You will contribute to MSF’s current and future organizational needs by:
- Giving MSF insight in its current population and by identifying areas where action is needed.
- Having regular contact with the pool manager (PM) on needs of the pool.
- Being involved in the analysis of the pool exercise and the development of an action plan (once a year).
- Ensuring staff career data (e.g. availability dates, development plan, evaluations…) are registered and up to date in order to allow HR colleagues to use these data efficiently.
MATCHING
- You ensure a maximum number of placements, whilst retaining professionalism and quality, for experienced as well as first assignment candidates, mainly for OCB.
- You ensure the availability of the candidates in your pool is up to date in the relevant IT systems.
- Throughout the staff member’s career, you facilitate the process of finding a new mission or job in line with your development plan and the organizational needs, checks if requirements are met, and defends the applications.
- You are the primary contact for the candidate during the matching process.
- You discuss a potential mission/job with the candidate and makes sure the candidate has all available information on the mission/job to allow an informed decision.
- You make sure that the candidate receives proper feedback in case of refusal.
FACILITATING MISSIONS/MOBILITY
Once the candidate has accepted the assignment, you ensure:
- Staff member can start their job in a correct way, with access to all required information and briefings, compliant to legal and MSF’s regulations and procedures.
- Duty of care at departure, during and after the mission/job.
- Personal contact to follow up with staff during their mission.
- Debriefing after the assignment.
- Processing of evaluations.
OTHER
- You are the line manager of the DA Officer, which includes guidance and support for the capacity of the DA Officer, as well as coordinating the tasks and responsibility of the position as DA Officer.
- Liaise with Central Africa Recruiter and HR Marketer upon request.
- Take on some transversal DA files in line with the OCB HR Strategic plan.
- Connect regularly with the different stakeholders in the region (field LnD managers and HR Coordinator, the Regional Support Team).
- Actively participate in DA team meetings.
REQUIREMENTS
Education & Experience
- University degree in social and human sciences is an asset
- At least 2 years of MSF experience in Learning & Development, HR, Project coordination or related expertise
- MSF field experience preferably as International Mobile Staff and/or in HQ
- Experience as a Development Advisor and/or Pool Manager with MSF is a strong asset
- Professional experience in HR management in an international organization is an asset
Competencies
- Strong listening and interpersonal skills
- Coaching attitude and skills. Or willing to invest in acquiring them.
- Team management experience is an asset
- Good analytical and synthesis skills
- Able to work as part of a team and cross functionally
Languages
- Excellent oral and written knowledge of French
- Good communication skills in English
CONDITIONS
- Expected starting date: As soon as possible
- Location: Kinshasa (Democratic Republic of Congo)
- Frequent travels in the region
- Contract type: Fixed-term contract - Full time
- Contract duration: 24 months
- The contractual conditions will be established based on candidate residency and administrative constraints (work permit, residency, etc) and in respect of MSF function grids and salary policies.
