The Role
The Deputy Country Director, Programme (DCD-P) offers overall leadership, strategic direction, guidance and oversight for programme design and effective and efficient delivery of country programmes, and quality, impact measurement and reflective learning. As delegated by and in collaboration with the CD, s/he leads the process of developing, driving and monitoring the implementation of Oxfam Country Strategy (OCS). S/he remains abreast on how the context evolves, ensures proper assessment of needs and design of emergency response strategy-plan, feeding into interventions and programme design and resource mobilization and that the country programmes address the contextual needs. S/he leads the efforts of preparing the country operational plan (COP) and guides the technical leads in developing programme strategy in different areas: EFSVL, WASH, Partnership, MEAL, Gender and Protection.
The DCD-P oversees the efforts of program design, fund raising and growth to support the humanitarian programme strategy and response.
S/he ensures that proper structure, systems and procedures are in place and functional, and human and physical resources are available. S/he holds programme colleagues accountable on proper awards management through awards planning/opening, review (budget vs spending) and closing meetings, and necessary actions, ensuring compliance and accountability. S/he ensures that programme colleagues contribute to assessment, programme design and donor reporting. S/he manages human and financial resources and takes decisions on programme delivery. On behalf of the programme colleagues, s/he advocates and mobilizes support from other departments.
S/he ensures safe and gender-sensitive programming and supports the local humanitarian leadership and civic space strengthening agenda. The DCD-P ensures quality MEAL and promotes a culture of learning.
The DCD-P maintains regular relations with regional platform (RP), affiliates, OGB, OI and donors on all programme related matters, including accountability, compliance, emergency response, and support needed. The incumbent assists the BSM and CD in negotiating with the authorities on agreements, humanitarian space, access and movement, and mobilizing support for timely delivery.
S/he ensures Oxfam’s participation in cluster meetings or other forums on programmes, while as delegated or assigned by the CD, represents Oxfam in relevant forums. The DCD-P deputizes the CD, when s/he is away and as required. As a member of the Country Management Team (CMT), s/he contributes to the country office management.
What we are looking for
Oxfam DRC is looking for a self-assured experienced Deputy Country Director, Programme (DCD-P) who wants to contribute to the development of a large and DRC orientated programme,
Essential
· Bachelor’s Degree in international development, sustainable livelihoods, economics, humanitarian, programme management, social science or any closely related fields.
· Significant experience in the field of leading humanitarian and development programmes in one or more challenging and / or fragile environment
· Sound understanding of development issues in general, with significant knowledge and experience in one of the fields of: (a) emergency or sustainable livelihoods, (b) WASH, and (c) emergency preparedness and response, with strong gender focus
· Experience in operational planning and developing emergency response plan and strategies
· Demonstrated experience in program design, implementation, monitoring, and evaluation
· Proven experience of building, leading and managing large complex diverse teams
· Substantial experience in financial management: ability to manage a complex budget, and donor compliance and reporting
· Experience in promoting gender equality, protection and safe programming, and commitment to include the views and address the needs of marginalized people in Oxfam’s work
· Experience in negotiation, influencing, media speaking, and high-level representation
· Strong understanding of humanitarian principles and their applications in emergency contexts
· Problem solving and decision-making skills
· Ability to work independently when necessary and at times with minimal supervision
· Excellent organisational skills with ability to work to meet deadlines and manage time well
· Excellent communication skills - including fluency in written and spoken English and French
· Excellent Computer skills - Excel, Word, use of the internet, databases, email.
Desirable
· Master’s Degree in international development, economic, humanitarian or relevant discipline
· 5 years in senior management role in large or complex organizations in emergency and development
· Knowledge of some local languages and experience of the Country culture/context and / or dynamics in the Central Africa region
· Understanding of large-scale humanitarian response, including humanitarian coordination and funding mechanism
· Persistence to achieve change in a challenging environment
· Demonstrated use of positive coping strategies in stressful environments.
