Country Context
CRS has been supporting program activities in the DRC since 1961 and has long-standing relationships throughout the country with church and non-church partners and communities. The DRC country program has a diverse funding base with projects in nutrition, community health, OVC, food security and agricultural livelihoods, microfinance (SILC), WASH, and emergency response. CRS/DRC currently has more than 170 national and 20 international employees and an annual budget of over USD 24 million.
An estimated 97% of the population of the DRC lives in zones with stable malaria transmission lasting 8 to 12 months per year. Malaria is among the principal causes of morbidity and mortality, accounting for 39% of all outpatient visits and for 39% of deaths in 2014. Given that the majority of the population lives in high transmission zones, it has been estimated that the DRC accounts for 9% of all malaria cases and 10% of all malaria deaths in sub-Saharan Africa.
Job Summary:
This position is for an anticipated 5-year USAID-funded Insecticide-Treated Nets (ITNs) distribution project, which will provide distribution of ITNs alongside activities to ensure their use.
As Deputy Chief of Party you will be responsible for the overall management of CRS' component of the project, including the quality of programmatic implementation (including monitoring, evaluation and learning) and administrative elements of the project to serve the poor and vulnerable. You will act on behalf of the Chief of Party as needed, including global representation to the donor. Your management and technical knowledge will ensure the delivery of high-quality programming and advance the position of CRS as a leading agency in the field of malaria programming. As a senior leader you will proactively manage security and mitigate security risks.
Job Responsibilities:
Education and Experience
Master's degree in International Development, International Relations or a Master's in Public Health.
7 or more years' relevant management and technical experience, including at least 3 years' experience in malaria prevention and control, including LLIN promotion and distribution.
5 years' experience managing donor funds. Strong knowledge and experience in budget management.
Recognized technical experience and qualifications in malaria prevention and control, as demonstrated by peer reviewed publications, conference presentations etc.
Demonstrated experience of successful management, including management of functions of complex, high-value, multi-activity projects, with complicated logistics.
Staff management experience and abilities that are conducive to a learning environment. Experience coaching.
Experience engaging partners and strengthening partnerships. Knowledge of CRS partnership strategy a plus.
Demonstrated experience using monitoring and evaluation systems to support learning and improve program performance.
Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems.
Experience with ICT4D applications, especially RedRose.
