Context:
Since 2004, the Displacement Tracking Matrix (DTM) is IOM’s main operational tool to gather and analyze data in order to disseminate critical multi-layered information on the mobility, vulnerabilities, and needs of displaced and mobile populations. The DTM enables decision-makers and responders to provide these populations with better context-specific assistance.
Under the overall supervision of the Chief of Mission and the direct supervision of the Programme Coordinator (DTM), the successful candidate will be responsible for supervising data consolidation, analysis, preparation and publication of DTM products.
Core Functions / Responsibilities:
Provide inputs for the development and implementation of the integrated mechanisms for information management across all DTM activities, data collection and analysis initiatives, and ensure accurate and reliable data is collected, stored and disseminated in a timely manner.
In close coordination with the DTM coordinator, monitor and guide the drafting and development of standard publishing materials and presentations, and various data visualization formats including maps, statistics, online materials and info sheets.
Provide support through dataset cleaning, coding open-ended questions, supporting the process of harmonizing and standardizing data and relevant documentation in line with IOM and DTM data standards or other relevant stakeholder needs, to facilitate further data analysis and analytical reports preparation.
Help strengthen and enhance the analysis and interpretation of displacement and mobility data to support regular internal and external updates on human mobility trends, changes and any other significant observations surrounding human mobility in DRC.
Reinforce mechanisms and platforms to collect, manage and share knowledge within and outside IOM and research, analyze and evaluate new applications related to information systems, new technologies and processes to manage information pertinent to Humanitarian, Development and Peace Nexus and make recommendations for their utilization.
Support the DTM unit with new research and surveys as well as ongoing or innovative DTM assessments, including by contributing to methodology development, design of questionnaires and data collection tools, and supporting preparation and execution of data collection and quality control activities.
Support DTM capacity building initiatives by providing inputs for the development of training packages, guidelines and capacity building tools for internal and external use, such as training materials and sessions on the deployment, use, operation, and maintenance of databases and data collection systems for program staff, as well as government authorities and implementing partners, as necessary.
Act as a focal point on discussions related to ethics/data protection and support the development of necessary tools and guidance to help ensure data protection policy.
Coordinate closely with all relevant stakeholders regarding DTM data collection methodology and analysis and check that IOM data are used and useful for all.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Migration Studies, Demography, Political or Social Science, Statistics, Data Science, International Relations or other relevant sciences or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in information management, reporting, coordination and analysis of data from large and complex information systems;
• Research experience in the field of population studies, human mobility, mixed migration, and refugees/IDPs, including field experience related to displacement and migration research;
• Practical field experience in domains related to relief interventions and humanitarian action (including support to displaced populations and implementation of emergency and early recovery activities), UN, and the cluster system, including CCCM is an advantage;
• Experience in survey and questionnaire design and probabilistic sampling;
• Experience in training data collectors;
• Working experience in the region is an asset.
Skills
• Working knowledge of ArcGIS, R, SQL and/or Adobe Creative Suite;
• Experience and abilities in using two or more of Relational Database Management Systems such as MS Access, MS SQL Server, MySQL, PostgreSQL, Oracle;
• Solid experience in a variety of statistical software including SPSS, STATA, R, SAS;
• Working experience with mobile data collection tools such as KOBO or ODK is desirable.
Languages
IOM’s official languages are English, French, and Spanish.
For all applicants, fluency in English and French is required (oral and written). Working knowledge of other languages is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
