Background
The Norwegian Refugee Council (NRC) is an international non-governmental organisation of Norwegian origin, present in more than 25 countries worldwide. NRC has been working in the Democratic Republic of Congo since 2001. Its programmes focus on the sectors of Education, Rapid Response to Population Movements (RRMP), Protection and Humanitarian Mediation, Shelter, EHA (Shelter/Wash), and Information, Counselling, and Legal Assistance (ICLA) in favour of populations forced to move.
Role and responsibilities
The main role of the Protection Cluster Co-coordinator is to facilitate the coordination in the National Protection Cluster in DRC. The role will closely work with NRC protection, programme and advocacy units to ensure relevant information-sharing on protection, advocacy and programmatic discussions and processes (e.g. the humanitarian programme cycle).
Generic responsibilities
Jointly with UNHCR Protection Cluster coordinator:
6. Facilitate and co-chair meetings for the National Protection Cluster, ensuring agreement and follow-through of key decisions and action points; and contribute to inter-cluster coordination and planning.
7. Contribute to the regular analysis of protection needs, the coordination of protection activities and the monitoring of their impact.Encourage and promote NGO participation in Cluster decision-making through regular meetings and Strategic Advisory Group (SAG).
8. Support the development of evidence-based advocacy initiatives, identify key advocacy concerns and consolidate policy positions amongst protection actors.
9. Ensure coordination and information sharing with Protection Cluster member, UN counterparts, donor, government and other stakeholders related to protection issues, situation analysis, gaps, planning and funding processes.
10. Support the revision and implementation of the Protection Cluster strategy and associated work plan, contribute to key humanitarian processes (HNO, HRP, Pooled Fund allocations) and monitor cluster’s progresses and outcomes.
11. Support capacity building of Protection Cluster members and other relevant stakeholders, design/adapt and promote protection resources (guidance, tools and training packs) and facilitate trainings and workshops with a focus on protection analysis and protection mainstreaming.
12. Support the establishment of Protection Information Management (PIM) system to identify and address field-based protection concerns and ensure the development of relevant, appropriate and useful PIM products for cluster coordination and advocacy purposes.
