Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
Currently, there are more than 6.1 million internally displaced people residing in host community and camps or camps-like settings in the Democratic Republic of Congo (DRC) due to armed conflicts, inter-communal conflicts and natural disasters. Since 2014, IOM, together with UNHCR has been coordinating the Camp Coordination and Camp Management (CCCM) sector and thus the response in displacement sites. Sub-national CCCM coordination mechanisms are currently active in four (4) provinces in Eastern DRC, including North Kivu. The CCCM Cluster was further activated in June 2022 with the United Nations High Commissioner for Refugees (UNHCR) as the lead and IOM as the co-lead, with the aim to reinforce the camp response and to support the identification of durable solutions to resolve displacement.
Subsequent to the resumption of the armed conflict in the province of North Kivu since October 2022 which caused the mass displacement of over 830,000 people as of June 2023, including nearly half into collective settlements, the CCCM Cluster in North Kivu is strengthening its operational field capacity to coordinate a timely, efficient and tailored CCCM response.
IOM is therefore looking for a CCCM Cluster Coordination Officer for this particular province to facilitate assistance and protection of displaced populations activities in communal settings including spontaneous and informal sites.
Under the overall supervision of the Head of Operations and the direct supervision of the CCCM Cluster co-coordinator and in collaboration with relevant units in IOM DRC, Regional Office and Headquarters (HQs), the successful candidate will be responsible for providing technical, administrative and logistical support for the CCCM Cluster in North Kivu, in close coordination with UNHCR and the Office for the Coordination of Humanitarian Affairs (OCHA) in this province.
Core Functions / Responsibilities:
1. Coordination Support
- Coordinate the arrangements required for regular Cluster meetings at the provincial level.
- Provide technical information and administrative support for discussions and coordination meetings at the provincial level.
- Analyze and document multi-sectorial gaps and needs in displacement sites for the provincial Inter-Cluster and relevant clusters as necessary and follow up on action taken.
- Liaise with provincial and local authorities, local civil society and other relevant actors (e.g.peacekeeping forces) in relation to the coordination of activities and timely information exchange.
2. Planning and preparedness
- Provide technical inputs and information to support the development of CCCM cluster response strategies, reporting exercises and contingency planning.
- Participate in capacity mapping and gap identification exercises in close coordination with CCCM Cluster partners to support the development of the national capacity-development strategy.
- Participate in capacity building activities for humanitarian and government partners as well as displaced populations and host communities.
- Participate in joint inter-Cluster needs assessment exercises.
3. Information Management
- Maintain timely information flow between CCCM Cluster partners and other stakeholders at the provincial level.
- Provide technical and procedural guidance to CCCM Cluster partners on data collection and reporting tools.
- Closely work with the national CCCM cluster for the updating and dissemination of 3W, infographics and other relevant information products for cluster members, as well as at provincial Inter-Cluster level where relevant.
4. Application of standards and guidelines
- Check partners’ application of site management standards and guidelines in displacement sites, promptly inform the supervisor of any issues, and provide technical guidance or support as required.
- Check adherence to codes of conduct, good practice and other policy guidelines by CCCMcluster partners and promptly inform the supervisor of any issues.
5. Protection capacity
- Work to include the participation of women, adolescent girls and other at-risk groups in community-based site governance mechanisms and decision-making structures throughout the entire life cycle of the site whenever possible.
- Facilitate the integration of gender-based violence (GBV) risk reduction in displacement sites in close coordination with relevant sub-clusters.
6. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree from an accredited academic institution in a field of study related to Migration Studies, Demography, Political or Social Science, humanitarian affairs, International Relations or other relevant sciences with two years of experience; or,
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in cluster coordination, humanitarian response and emergency operations;
- Operational experience in CCCM or shelter/NFI;
- Experience of community organization, planning and design with an equivalent combination of camp management and humanitarian experience;
- Experience in project monitoring and reporting is an advantage; and,
- Working experience in the region is an asset.
Skills
- Knowledge and familiarity with humanitarian coordination mechanisms and experience in liaison with other UN, non-UN humanitarian actors and donors;
- Excellent strategic, analysis and drafting skills; and,
- Inter-personal ability.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English and French is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
