About the DRC programme:

Between 1996 and 2003, the Democratic Republic of Congo was the site of the most deadly conflict since World War Two, which led to as many as 5.4 million deaths and left the country contaminated by landmines and unexploded ordnance. MAG established a Humanitarian Mine Action Program in DRC in 2004 and established its first Arms Management and Destruction (AMD) / Physical Security and Stockpile Management (PSSM) program in DRC in 2006. We are also the only non-governmental organisation accredited to carry out arms management and destruction initiatives in the country. The DRC programme more recently ceased its mine action project, and is currently focused on the implementation of the arms management and destruction initiatives.

About the role:

As the senior technical representative in country, the Technical Operations Manager is responsible for leading work with DRC’s defence and security forces to improve management of nationally held weapons and ammunition, with the aim of reducing the risk of diversion of items to the illicit market as well as the risk of unplanned explosions in ammunition depots. The role also leads teams of national and international staff to safely manage arms management and destruction activities. Working closely with and reporting to the Country Director, you will provide high quality technical input into proposals and reports, liaise with donors, and government agencies. As a member of the programme Senior Management Team, you will need to demonstrate considerable experience of working strategically to ensure the quality and efficiency of MAG’s work.

About you:

The successful candidate will have extensive technical knowledge in a range of AMD techniques, including construction, IATGs & MOSAIC. You will have the ability to contribute technical knowledge to proposals and reports, as well as the ability to plan and organise. You will have excellent representation and negotiation skills and the ability to build capacity of national teams, and to establish and maintain productive partnerships with donors and partners. Understanding of difficult security contexts is crucial. You will have excellent people and project management skills with the ability to coordinate, design, manage and report on activities simultaneously. Previous experience of working in a senior technical position within a similar organisation is essential. This is a demanding yet highly rewarding position suited to a highly motivated, solution-focused and flexible manager. A patient, tactful and diplomatic approach will be required in the challenging environments MAG works in.

This post requires the ability to work in both French and English.
