CONTEXT
ADRA is a global humanitarian organization that works with people in poverty and distress to create justice and positive change through empowering partnerships and responsible actions. For this position Based in Kasai, DRC; ADRA seeks passionate MEAL Officer, engaged and experienced candidate who embodies values of connectedness, courage and compassion.
The MEAL officer will work for theTUDIENZELE program funded by BHA USAID, a five-year innovative and integrated food security program which will reduce food insecurity and vulnerability among food insecure households and communities in Kasaï province, DRC. The project is implemented by a consortium that comprise Adventist Development and Relief Agency (ADRA), as the prime; and Action Contre Le Faim (ACF), Johns Hopkins Centre for Communication Program (CCP), Femmes Main Dans La Main pour le Development Intregrale FMMDI (specialized On Gender, Youth, and Social Inclusion), and ADAM Smith International (credit and capital partner) partners.
ORGANIZATIONAL POSITION
The MEAL Officer will be under the supervision of the MEAL Manager.
DUTIES AND RESPONSABILITIES
The duties and responsibilities of the MEAL officer include:
MEAL Tool Development and Data Management
Support the monitoring, evaluation, accountability and learning activities of TUDIENZELE project.
Support data collection and analysis, and contribute towards learning and accountability outputs of the project.
Develop and implement a robust monitoring and evaluation system that will ensure tracking of project/ program results at different levels (outputs, outcomes, and impact).
Work with program officers and managers to ensure the collection of relevant and appropriate data needed for an effective MEAL system which will be utilised in monitoring strengths, weaknesses and gaps in existing projects/ programs and services and for reporting on donor commitments.
Review existing data collection tools for the current country programs and projects.
Good understanding of M & E frameworks and humanitarian indicators.
Monitoring and Reporting
Maintain and update the overall indicator results frameworks for the project.
Carry out regular data quality assessments/audits for MEAL data based on agreed indicators to guide decision making.
Provide alert to the respective staff on corrective actions required to avoid delays in implementation, including flagging operational issues and risks requiring timely actions.
Review monthly progress reports from network members/partners and ensure they have evidence to back-up and provide feedback to the respective staff.
Collecting data contributing to the development of project reports such as the quarterly and annual reports.
Ensure that cross-cutting issues such as participation, gender, age and disability are effectively addressed based on the PIRS details.
Good understanding of M & E frameworks and humanitarian indicators.
Assessments, Surveys, research and Evaluation
Conduct data collection in the project health areas selected in Kamonia territory.
Conduct data quality checks
Conduct data analysis to inform organizational activity trends
Assist in printing and disbursement of data collection tools and proper storage of data collection tools
Participate in design of data collection tools
Protect confidentiality of records and information used during data entry
Prepare complete and high quality reports ensuring quality data from school are effectively tracking
Participate in monthly program review meetings
Participate in designing and implementation of the different internal surveys, research, and evaluations.
4. BASIC SKILLS
Quantitative and qualitative research skills gained in a humanitarian context.
Ability to analyse quantitative and qualitative data and manipulate into coherent reports.
High attention to detail and numerate accuracy in analysing and using data information.
High level of technical ability with computer software packages and visualisation software i.e. Microsoft Office, Adobe, PowerPoints etc.
Ability to actively listen and engage with field stakeholders
Ability to facilitate consultation and feedback processes effectively and sensitively.
Effective time management and organisational skills including the ability to manage a significant workload with competing priorities.
ADDITIONAL SKILLS
Communication and Stakeholder Engagement: Excellent communication and interpersonal skills to effectively engage with diverse stakeholders, including beneficiaries, partners, and internal teams, and to communicate monitoring and evaluation findings and recommendations clearly and concisely.
Project Management: Strong project management skills, including the ability to prioritize tasks, meet deadlines, and coordinate multiple activities within the monitoring and evaluation framework.
QUALIFICATION AND EXPERIENCE
Bachelor’s Degree in Social Science, Public Policy, Statistics, Economics, Monitoring & Evaluation, Demography, Development Studies, life/health sciences or related field.
Master’s degree will be an added advantage
Minimum of three (3) years’ MEAL experience in development or humanitarian programs
Demonstrated experience in data processing and management of large-scale surveys.
Strong experience in conducting research studies including the entire evaluation cycle, from design and formulation to implementation, analysis and presentation of results and recommendations.
Must be results-focused and able to work under pressure and tight deadlines.
Excellent interpersonal skills and the ability to work well within a multi-cultural team environment.
Strong analytical skills.
Technical knowledge and experience in implementation of gender and disability sensitive approaches.
Knowledge and experience in implementing of either health care or social protection program is an added advantage. Knowledge of mobile data collection software/Application: Survey CTO, Kobo Collect or any other.
LANGUAGE PROFICIENCY
Must be fluent in French, both oral and written;
Intermediate Level of English is required;
Mastering of the local language will be an asset
COMPUTER SKILLS
Detailed understanding of the full Microsoft Office Suite (Word, Excel, PowerPoint, Teams…);
Vision conference app or online tools meeting.
Knowledge in LOGALTO software
