As part of its support to the Ministry of Public Health through its growing immunization portfolio in DRC, PATH is currently recruiting for a Senior MEL Officer to set monitoring and evaluation system for the HCD Zero dose learning agenda project funded by Gates ventures as a part of the exemplar global health initiative focused in immunization topic; he will support project monitoring, evaluation and learning activities aiming to document what a how particular local designed solution has improved vaccine uptake and reduced Zero dose on selected location and use different learning platform to share experiences and learn from other positives. The Senior MEL Officer will work under the direct supervision of the project director based in Lubumbashi (Haut-Katanga).
Responsibilities:
Liaise with EPI data persons to access routine and campaign Zero dose children data
Assist in the collection and analysis of data from diverse data sources including literature, survey on ZD to contribute to problem definition.
Use rigorous qualitative methods to analyze data sources.
Use mixed methodology to analyze data from diverse sources and generate evidence for dissemination for learning as part of the foundation collaborative learning effort.
Prepare data and report to share global health exemplar network community that work on immunization or ZD children.
Develop and implement data collection tool to document HCD sprint and prototypes testing output with consistency.
Conduct research using qualitative research methods and interpret research findings in a clear and concise manner.
Maintain quality controls standards to preserve the integrity of the data and findings.
Provide detail oriented and organized analytics and models to transform data sets into meaningful insights to inform decision makers.
Contribute to disseminate learning from project intervention; what and how intervention improved vaccine using diverse platform from online platform, paper publications short report, abstract, slide decks and other written reports for internal and external dissemination.
Perform other duties, as assigned.
Document prototype testing results with support from country and global experts, analyze data and identify promising practice from interventions that lead extraordinary progress share the key takeaway.
Leadership and Management:
Support the provincial EPI and Health Zones.
Strengthen the synergy of actions and collaboration between Immunization technical partners at the provincial level.
Assist the Senior program officer to prepare the provincial work plans, activity budgets and monitor work plan performance.
Ensure timely project issue log updating.
Support the documentation of project implementation (risk, challenges and best practices).
Required Skills and Experience:
Master’s degree in any of the following: public health, epidemiology, biostatistics research methods, or bachelor’s degree in a relevant field with a minimum of five (5) years’ experience above.
Three (3) years of experience in a qualitative research, performance monitoring and/or evaluation role with an international development organization and
Expertise in qualitative research practices, methods, and tools.
Demonstrated experience of working with health sector DRC.
Relevant experience in designing, implementing and evaluating HCD quality improvement programs for health systems.
Experience with routine and survey immunization data is required.
Proficiency in at least Swahili or Lingala highly desirable.
Proficiency in French and English, both written and verbal
Prior work experience in Tshopo province.
Ability to advocate, negotiate with the provincial and health zone management teams.
Prior experience working in health or immunization program/project.
Experience in qualitative research design data collection analysis.
Excellent problem-solving skills with ability to analyze situations, identify existing or potential problems and recommend solutions.
Knowledge/experience in implementing M&E systems.
Knowledge in performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
Proven experience in best practice writing, storytelling.
Experience in using data collection and reporting tools.
Knowledge/experience in data quality management.
Team player with the ability to work in a fast-paced environment.
Ability to be flexible to handle multiple priorities and to work limited overtime as necessary.
Outstanding professionalism in providing support, including ability to exercise good judgment, discretion, tact, and diplomacy.
Superior interpersonal skills including courtesy, professionalism, and a cooperative attitude.
Proficiency in MS Office package (Word, PowerPoint, Outlook, Excel) and Knowledge of survey and statistical software Epi Info, STATA, ODK, REDcap, Nvivo.
Proficiency on collaboration tool like Miro desired
