Position Type: Fixed Term – 5 years (subject to change dependent on funding)

Reports to: NRGI DRC Country Manager

Dotted Line Report to: DAI Field manager

Salary: Annual total gross of 72,022,241 FC

About the Role:

The Mining Governance and Accountability Specialist plays a vital role in the implementation of USAID GGA DRC component IR4 “Systems to reduce corruption and enhance accountability in the mining sector strengthened” related activities, focused on reducing corruption and enhancing accountability in the mining sector. This role encompasses being responsible for all accountability related activities of the GGA, supporting project planning, implementation of technical activities, liaising with provincial and local project stakeholders, supporting donor reporting, and monitoring and evaluation. This role will be embedded within DAI’s offices in Kibali/Haut-Uélé and will cover the Haut-Uélé province.

The Mining Governance and Accountability Specialist will be responsible for activities implementation at provincial and ETD levels. Activities to implement relate to improving transparency and accountability, and fight against corruption in the public management of mining resources, traceability in the Artisanal mining sector (ASM), EITI standard implementation in the DRC mining sector, etc.

This role might be for you if have…

  • Minimum 5 years of directly relevant work experience in development programs management, policy research, analysis and/or advocacy.
  • Experience translating strategy into project and research design; ability to think conceptually and strategically with a 2–5-year horizon.
  • Minimum 3 years' work experience in the DRC mining Governance sector.
  • Broad understanding of the natural resource governance sector and the complex ecosystem that results in resource-rich countries failing to achieve sustainable development.
  • Deep understanding of the DRC extractive sector.
  • Deep understanding of DRC trends and civil society ambitions for resource governance.
  • Experience working with EITI in DRC.
  • Experience working with Congolese civil society on resource governance issues.
  • Experience working with ETD on issues related to local participatory planning and budget development.
  • Effective in multi-cultural settings.
  • Experience with USAID-funded programs in DRC.
  • Experience working in a complex or pioneering environment, including supporting and developing opportunities for systemic change.
  • Knowledge of targeted provinces is essential.
  • Able to initiate and develop strong, credible relationships and influence stakeholders at a project level.
  • Experience managing and allocating resources efficiently.
  • Excellent language skills, both written and spoken -French-and any other national language; proficient in English is required.

Education & Qualifications

  • Bachelor’s degree in relevant field (development, political science, economics, international affairs, public administration, law, etc.).
