Position Title: Field Operations Officer (CCCM)

Duty Station: Bunia, Congo, Democratic Republic of the

Classification: Professional Staff, Grade P2

Type of Appointment: Special short-term graded, 9 months with possibility of extension

Context:

In the Democratic Republic of Congo (DRC), IOM is actively involved in, and contributes to the inter-agency humanitarian response through Shelter, Water, Sanitation and Hygiene (WASH), Camp Coordination and Camp Management (CCCM) and Displacement Tracking Matrix (DTM) programmes. In addition, IOM co-leads the CCCM Cluster with the United Nations High Commissioner for Refugees (UNHCR).

Several provinces of DRC are currently confronted with mass population movements and require active CCCM support. Subsequent to the activism of the M23 armed group in the province of North Kivu since October 2022, over 900,000 people have been displaced as of March 2023, including a large number of persons who sought shelter into collective settlements. The degrading security context in Ituri is marked by inter- and intra-communal violence and conflict, generating cyclical and ongoing displacement, as well as significant violation of the civilian and humanitarian character of IDP sites. Finally in the province of Tanganyika, the IOM CCCM unit seeks to strengthen its operational field and camp management (surge) capacity to accompany hints of stabilization and voluntary return dynamics out of sites.

Under the overall supervision of the Head of Operations/Emergency Coordinator and the direct supervision of the Head of Sub-office (CCCM Programme Coordinator), the Field Operations Officer (CCCM) will provide technical and operational support for CCCM activities in formal and informal displacement sites hosting Internally Displaced Persons (IDPs).

Core Functions / Responsibilities:

  1. Contribute to the establishment and maintenance of an effective coordination and monitoring system for service provision at site level.
  2. Review and provide technical inputs for the improvement and/or development of site management standard operating procedures (SOPs) as well as other strategic documents.
  3. Participate in required assessments at site level aimed at collecting information on population nneeds and services available to them.
  4. Provide guidance on the use of camp management information management (IM) tools, including maps, site profiles, questionnaires, infographics, and other key tools, and contribute to its development and improvement in close coordination with the Displacement Tracking unit.
  5. In close coordination with the DTM team, provide technical support in improving and maintaining a site information management system and products on population living in site including sex and age-disaggregated data in line with CCCM Cluster and internal guidelines, assistance and protection service availability, and the identification of needs and gaps.
  6. Coordinate information sharing with relevant stakeholders, including the displaced community living in the site, in a manner that upholds the principles of data protection and confidentiality.
  7. Participate in the CCCM Cluster as relevant, and provide information and liaison support with national/local authorities, state institutions, civil society, and other relevant stakeholders.
  8. Support and coordinate advocacy efforts as required, notably on the civilian character and security of sites.
  9. Support and assist in planning, coordination, and organization of visits to displacement sites, including high-level visits, donor visits, etc.
  10. Compile information and provide technical support for contingency planning exercises about population displacement, looking at various scenarios including worst-case and most likely scenarios in terms of population movements.
  11. Provide technical inputs for resource mobilization efforts and contribute to full-cycle project management.
  12. Facilitate the mobilization and participation of the site and host populations, with particular emphasis on meaningful participation of women, children, the elderly, and persons with specific needs into the decision-making processes.
  13. Support and help improve site-level community representation and governance structures, and provide information and guidance with respect to the clarification of roles and responsibilities amongst stakeholders, and support capacity-building activities as required.
  14. Encourage and facilitate accountability towards site population through setting up of information-sharing and feedback and two-way communication mechanisms (e.g., information and sensitization campaigns, info desk, community mapping, community feedback mechanisms (CFMs), focus group discussions (FGDs) etc.).
  15. Facilitate the mainstreaming of protection (including disability inclusion) and addressing gender-based violence (GBV) in CCCM activities, including through participatory safety audits, regular assessments, and risk mapping.
  16. Support the implementation of small-scale risk mitigation work in close coordination with the site development and the Shelter team, and coordinate with relevant government and non-government actors to address challenges identified.
  17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Political Science, Business or Public Administration or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Practical experience in project development, implementation, and evaluation, and/or project management in emergencies with a humanitarian agency.
  • Operational level experience in large scale displacement contexts (internal displacement, refugee and/or migrant crisis).
  • Previous experience in Camp Coordination and Camp Management, Emergency Shelter, or other relevant areas, and familiarity with relevant guidance and standards.
  • Previous experience working in DRC and/or the Eastern and Central African Region an advantage.

Skills

  • Strong project development and superior report writing skills.
  • Strong field team management and operational planning skills are required.
  • Familiarity with different project cycle steps and donor relations.
  • Outstanding inter-personal skills and ability to supervise and manage staff.
  • Knowledge of the region or previous experience working in DRC is an advantage.
  • Computer skills and proficient knowledge of Microsoft applications (Word, Excel, Outlook, SharePoint, PowerPoint) is essential.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, and Spanish) is desirable.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
