Job Type: Regular, Full Time

Reports to: Programme Director. You will report to the Programme Director, with a dotted line to the Head of Consortium. You will line manage the six Livelihoods, Protection, and Nutrition Project Managers as well as the HARC Logistics Manager. You will also work closely with Concern’s Systems Director, Finance & Admin Manager, Desk Officer, technical advisers, and consortium members.

About the role: This is a 30-month, new role with unaccompanied terms based in Eastern DRC with a salary of Grade 4 (€44,133 to €49,038).

We would like you to start in December 2023.

Concern Worldwide has operated in the DRC in 1994, successfully implementing programmes in emergency response, livelihoods, protection, and health and water, sanitation and hygiene (WASH) throughout the country. Concern DRC has ten offices and approximately 300 staff. The head office is in Kinshasa with coordination offices in Goma (North Kivu), and Kalemie (Tanganyika). At the programme implementation level, there are offices in Manono, Nyunzu, and Kabalo (Tanganyika) and Beni, Oicha, Masisi and Mweso (North Kivu).

Your purpose: Concern Worldwide seeks a Programme Coordinator for a new project “Humanitarian Action and Recovery after Crisis in the Democratic Republic of the Congo” (HARC) funded by the Foreign, Commonwealth and Development Office (FCDO). The HARC programme seeks to support over 400,000 people in the east of DRC with interventions in the most conflict-affected provinces of Ituri, North Kivu, South Kivu and Tanganyika. Under a consortium arrangement involving four international NGOs and one national NGO, the programme includes emergency humanitarian lifesaving activities, support to survivors of violence as well as a variety livelihoods and nutrition recovery interventions. The Programme Coordinator for Concern will oversee activities in North Kivu and Tanganyika Provinces.

The role requires regular travel to different programme locations in the country.

In this role you will:

Programme Management

  • Provide effective and efficient management of the project implementation in line with the project proposal and donor requirements and ensure timely production and submission of project reports and budget revisions
  • Promote and ensure appropriate participation and equitable access of participants and communities through appropriate mechanisms
  • Participate in conducting joint assessments and planning responses together with other teams and follow up on the recommendations & assist in the development of funding proposals as relevant to support the programme in Tanganyika and North Kivu
  • Support the technical teams, whilst coordinating with technical advisors, in implementing WASH, Livelihoods and other activities
  • Where possible, ensure that adaptive programming is implemented when required through monitoring and listening and responding to needs that arise

Coordination and Leadership:

  • Participate in Consortium Operational Working Committees and coordinate with other consortium members on the programme
  • Participate and represent Concern in interagency coordination with relevant actors at District level and participate in the provincial cluster meetings when appropriate
  • Share information on Concern’s activities with coordination structures
  • Support the development of strategies and plans that contribute to raising the profile of Concern as a leading organization in both provinces
  • Participate in donor calls and meetings, and prepare appropriate material to present programme updates

Monitoring and Evaluation/Accountability:

  • Work closely with field teams to develop clear monitoring frameworks for the programme in collaboration with the M&E Team and Programme Director
  • Maintain an effective monitoring and planning system, which informs reporting and project design
  • Identify and document programme learnings and success cases and disseminate learning
  • Ensure effective implementation of the M&E plan, ensuring accurate information is collected, analysed and used through Results Based Management
  • Working with the support of the Programme Director, ensure the Core Humanitarian Standards (CHS) of accountability benchmarks are understood by team members and appropriately incorporated into programme activities
  • Participate in the implementation of the Complaints Response Mechanism (CRM) and ensure that programme information is clearly communicated to communities

Financial Management:

  • Work closely with the Finance and Admin Manager to produce timely and accurate budgets, forecasts and budget revisions for the progamme
  • Manage and monitor the programme budget and ensure expenditure is in line within agreed projections
  • Ensure that programme expenditure takes place in line with donor policies and procedures, and that resources used efficiently and effectively

Staff Management and Development:

  • Manage the programme team, including technical livelihoods, nutrition and protection managers
  • Participate in the recruitment of the programme team staff
  • Establish clear performance objectives for each of the reporting staff and conduct formal Performance and Development Reviews (PDRs)
  • Build the capacity of current team members on project management and relevant technical skills

Other:

  • Ensure team members are aware of Concern’s policies and procedures, and with the support of others, carry out regular briefings on these policies, including the P4, security management, accountability, anti-fraud etc. Contribute to the implementation of these policies.
  • Together with other project teams members, ensure inequality and risk and vulnerability are analysed, mitigated against and responded to during the overall planning, implementation and management of the programme
  • Work in a collaborative and proactive manner with the Consortium Coordination Unit and other members of the consortium

Requirements and Preferred Qualifications:

  • At least 4 years of experience in implementing multi sectoral programmes in a complex emergency context, with proven experience in all cycles of the programme cycle
  • Practical experience in managing projects in one of the technical areas – nutrition, protection or livelihoods
  • Experience working on programmes funded by FCDO
  • Excellent spoken and written French & English
  • A proven record of effective team and people management
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
  • Excellent teamwork skills and the ability to build good relations both internally and externally.
  • Experience of building capacity of internal and partner staff
  • Experience in donor reports and communications
  • Proven financial management skills
  • Commitment to Concern’s ethos and values
  • Sound IT skills, including Word and Excel
  • Good team player, flexible and capable of working with a multinational country team,
    politically and culturally sensitive.
  • Ability to cope with stress; work under pressure often to strict deadlines
  • Facilitation and interpersonal skills
  • Analytical and problem solving skills
  • Ability to organize and prioritize workload

Desirable:

  • Familiarity with logistics, HR, Finance, and administrative processes of Concern
  • Understanding and experience of mainstreaming issues of gender equity and inclusioninto programme planning and implementation
  • Proven influencing and negotiating skills with internal and external audiences
