Chemonics seeks a Coaching and Mentorship Consultant for the Democratic Republic of Congo portfolio under the Global Health Supply Chain-Technical Assistance (GHSC-TA) Indefinite Delivery/Indefinite Quantity (IDIQ) Francophone Task Order (TO). The Francophone TO under the GHSC-TA IDIQ provides technical assistance for strengthening regional, national and sub-national health supply systems through its portfolio of projects in Francophone Africa, including Benin, the Democratic Republic of the Congo (DRC), Niger, Togo, Burkina Faso, Mauritania, and Cote d’Ivoire. The project serves the health commodity technical assistance needs of USAID, other USG agencies, partner country governments, non-governmental organizations (NGOs), and other entities across all health elements (e.g. malaria, family planning, HIV/AIDS, TB, maternal and child health, etc.) and represents a mechanism through which USAID offers global health commodity-related technical assistance in:

  • Strengthening Country Supply Systems, and
  • Strategic Collaboration to Improve the Long-Term Availability of Health Commodities.

The Coaching and Mentorship Consultant will support the creation of a coaching and mentorship program to build capacity among government partners in supply chain management in the DRC. The goal of this program is to empower government partners to make decisions and develop and manage their teams. The training will begin with a pilot phase involving not only Ministry of Public Health executives at national level, but also GHSC-TA Francophone TO project staff, who will then be able to scale up the program up by training government partners at provincial level. The consultant will also support the University of Kinshasa School of Public Health in establishing a master’s program in health logistics and other higher education and university institutions in implementing a graduate and bachelor’s program in health logistics.

The total anticipated Level of Effort for this assignment is 30 days.

Responsibilities include:

  • Review supply chain improvement plans available, or other relevant supply chain assessments.
  • Identify gaps in the supply chain at national level and adapt the coaching and mentoring program to be set up.
  • Meet with key stakeholders in the Ministry of Health to assess interest, availability and feasibility of enrolling in the coaching and mentoring program.
  • Assess the country context to identify key stakeholders who are committed to improving the functioning of the supply chain, including the Ministry of Public Health and others.
  • Analyze and assess the target group’s openness to capacity building, a prerequisite for enrollment in the coaching and mentoring program.
  • Draw up an action plan to optimize and disseminate the lessons learned from the coaching and mentoring program for the benefit of the Ministry of Public Health and the country.
  • Identify gaps and limitations in the training provided by the University of Kinshasa School of Public Health and other institutions of higher and university education in the field of health logistics.
  • Establish criteria for selecting the higher education and university institutions to participate in the graduate and bachelor’s degree program in health logistics.
  • Meet with the University of Kinshasa School of Public Health and its teaching institutions to assess the interest, availability and feasibility of developing a graduate and undergraduate program in health logistics.
  • Support the development and effective implementation of a master’s program in health logistics at the University of Kinshasa’s School of Public Health.
  • Support the development and effective implementation of a graduate and bachelor’s degree program in health logistics at institutions of higher and university education.
  • Create a plan for monitoring and evaluating the effectiveness of the master’s, graduate and bachelor’s programs to be developed.
  • Other duties as assigned.

Qualifications:

  • Master’s degree in public health, logistics and supply chain, or a related field.
  • At least 12 years of experience in public health and/or healthcare supply chain.
  • Proven experience and skills in developing coaching and mentoring programs.
  • Experience in leadership and management, ideally in the context of a developing country such as the DRC.
  • Experience in professional training programs and program requirements.
  • Experience in coordinating and working with diverse teams, as well as methods for achieving results.
  • Demonstrated ability managing multiple partners including donors, technical implementing partners and government partners.
  • Excellent oral and written communication skills; able to communicate and document complex processes clearly and concisely.
  • Demonstrated leadership, versatility, and integrity.
  • Excellent oral and written English and French language proficiency required.
